    "description": "The Home Office is looking to appoint up to five suppliers to a pan-Government, four-year framework for the provision of Explosives Detection Dogs (EDD) Training Aids, manufactured in strict accordance with a Government-owned technical specification.\nThe Home Office own the UK's Explosives Detection Dogs Strategy. The overarching strategic objective is to deliver robust UK detection dog capabilities against priority threats and scenarios. As part of that Strategy, the EDD National Canine Training and Accreditation Scheme (NCTAS) sets the standards and requirements for EDD teams across Government. This EDD Training Aids Framework is being implemented to allow for the provision of Training Aids aligned to the scheme.\nThe framework is divided into five Lots, determined by the manufacturing process and hazard class of the Training Aids. Each Lot includes in scope:\n     - Manufacture of EDD Training Aids\n     - Delivery and Collection of EDD Training Aids\n     - Disposal and Destruction of EDD Training Aids\n     - Support, Testing, and Advisory Services\nSimilarly to NCTAS, the National Canine Training and Accreditation Scheme - Private Security Industry (NCTAS-P) has in the last few years been made available to industry. As a part of this Framework, Suppliers will also be granted permission to manufacture and sell EDD Training Aids to foreign governments as well as national and international private industry, subject to conditions and Authority approval. \nMarket Engagement was conducted in December 2024 - January 2025, the output of which will be made available to all Bidders as part of the Invitation to Tender (ITT) pack.\nThis procurement will be managed electronically via the Home Office's e-Sourcing Portal (JAGGAER). The information we intend to distribute as part of this procurement is sensitive.     "description": "The Home Office is conducting a Market Engagement exercise during November/December 2024 to explore market capability and appetite ahead of the procurement of an Explosives Detection Dogs (EDD) Training Aids Framework in Q4 FY2024/25.\nThe Home Office own the UK's Explosives Detection Dogs Strategy. The overarching strategic objective is to deliver robust UK detection dog capabilities against priority threats and scenarios.\nAs part of that Strategy, the National Canine Training and Accreditation Scheme (NCTAS) sets standards and requirements for cross-Government EDD teams, with the National Canine Training and Accreditation Scheme - Private Security Industry (NCTAS-P) (https://www.gov.uk/government/publications/national-canine-training-and-accreditation-scheme-private-security-industry) similarly doing so for the private sector.\nIn meeting those requirements, the Home Office wish to procure a framework for the provision of EDD training aids for supply to Government agencies as well as accredited and approved private sector organisations.\nThe Home Office are seeking to engage with organisations with existing or future capability in the manufacture - and/or supply and disposal of - explosives, non-explosive chemicals, and canine training aids.\nParticipation in this Market Engagement exercise is voluntary and limited to those Suppliers with demonstrable presence and capability in the relevant industries. Non-participation will not preclude any party or organisation from taking part in any later competition which the Home Office may conduct.\nThis procurement - including the Market Engagement phase - will be managed electronically via the Home Office's e-Sourcing Portal (JAGGAER). To participate, suppliers must first be registered on the e-Sourcing Portal. If you have not yet registered on the e-Sourcing Portal, this can be done online at https://homeoffice.app.jaggaer.com by following the link 'To register click here'.\nInformation we intend to distribute in accordance with the EDD Training Aids project is sensitive. As such, we will require a Non-Disclosure Agreement (NDA) and a Security Aspects Letter (SAL) to be completed by all interested parties before access to further information can be provided.\nShould you wish to participate in the Market Engagement exercise, please follow the below steps:\n1. Register your organisation on the Home Office eSourcing portal or confirm access to your existing account.\n2. Register your interest in the EDD Training Aids Market Engagement exercise via email to CollaborativeProcurement@homeoffice.gov.uk ensuring the subject line is as follows: HSG EDD Training Aids - MEQ Supplier Interest.\n3.
