No suitable tenders were received as a result of that open procedure.  Therefore, MTC used the negotiated procedure without prior publication in order to award a contract to the supplier named in this notice.  As a result of those negotiations, no substantial alterations were made to the initial conditions of the contract which was the subject of the original open procedure.",
