Procedure rationaleAs it was identified our preferred approach was to engage a Provider as a managed service via a direct appointment, discussions were had with the following to understand their offer; EON OVO. EON were available to appoint via the Fusion21 Framework Agreement for Decarbonisation, however they were not Rank 1 on Lot 1 (North East and Yorkshire and Humber – Whole House Decarbonisation) and therefore were not available as a direct appointment. OVO were available to appoint via the PFH Framework Agreement for Lot 3 – Insultation as a direct appointment as Rank 1 provider. The project team assessed that given their involvement in schemes of a similar nature in Cornwall (Who were consulted as part of the process) that OVO could offer a suitable solution to directly appoint as a Provider to deliver these works and services for the SHDF W2. It is an advantage in this contract to work with an energy provider as they are also able to contribute ECO funding (Government monies allocated specifically to providers) to support works to properties which are not eligible for grant funding. The ECO funding is a requirement of the energy providers to spend so it is important to engage with them to inform how and where this money is allocated to ensure spend in the borough is maximised.
