Published requirement descriptionThe objective of this Procurement Process is to establish a framework for the supply of end-user computing (EUC) equipment and associated lifecycle services for Yorkshire Water under CM3550. The framework is intended to support the procurement and management of standard devices and peripherals, rugged devices, network hardware and asset recovery services.
The Contract Opportunity is expected to be structured across four lots: standard devices and peripherals; rugged devices; network hardware; and lifecycle management and asset recovery. The scope may include device and peripheral supply, fulfilment, support and maintenance, repair, reuse and redeployment, refurbishment, and the recovery, remarketing, recycling or secure disposal of end-of-life assets. The framework is intended to support consistent specifications and governance while enabling competition between suitable suppliers. Call-offs may be made by direct award or mini-competition, depending on the nature and complexity of the requirement.
Please refer to the procurement documents for the detailed scope of services, specifications and lot requirements.
- How the procedure runs: Procedure and stages Yorkshire Water will conduct this procurement using a competitive flexible procedure under the Procurement Act 2023. The process will be conducted through Find a Tender and Ariba, in accordance with the Tender Notice and associated procurement documents. Round 1 Assess bidders' capability and contractual submissions. YW reserves the right to conduct additional rounds, where bidders may be eliminated in accordance with the published evaluation criteria. Further rounds may include clarification or refinement of submissions and a commercial round, before final evaluation and award. Lots Bidders may submit tenders for Lots 1-4, in accordance with the requirements and submission instructions for each lot. Lot 5 is optional: bidders may choose whether to submit a tender for it. Each lot will be assessed against the requirements and award criteria set out in the procurement documents. The documents will explain how Yorkshire Water will make awards where a bidder tenders for more than one lot, including any applicable lot combinations or award limits. Stage 1 - Conditions of Participation (CoP) Bidders must submit their CoP response by the deadline stated in the procurement documents. Responses will be assessed against the published conditions of participation and applicable exclusion requirements. These checks concern the bidder's legal and financial capacity and technical ability to perform the relevant contract; they are not the award assessment of the tender. Bidders may submit clarification questions through Ariba by the stated clarification deadline. Yorkshire Water will respond through Ariba and, where a response is relevant to all bidders, will share it in a way that maintains equal treatment and confidentiality. Bidders that satisfy the published CoP requirements will be invited to the Invitation to Tender (ITT) stages. Bidders that do not satisfy them will not progress. Stage 2 - ITT Round 1: capability and contractual response Invited bidders may submit an ITT Round 1 response for the lot(s) they are tendering for. Round 1 will assess capability and the other non-commercial and contractual matters identified in the procurement documents. Responses will be assessed using the published criteria and methodology. Yorkshire Water may conduct an intermediate assessment and limit the number of bidders progressing to the next round, using only the selection criteria and process stated in the Tender Notice and procurement documents. Any bidder that does not progress will be notified. Stage 3 - Clarification and negotiation Yorkshire Water may seek clarification of submitted responses and conduct negotiations with bidders progressing from Round 1. Negotiations may cover the requirements and contract matters identified in the procurement documents, including technical solutions, service delivery, implementation, risk allocation and commercial matters where specified. Negotiations will be conducted consistently and fairly. Yorkshire Water will not disclose one bidder's confidential information to another bidder without consent. Where appropriate, bidders may be asked to submit revised proposals during this stage. Refinement of award criteria If the procurement documents provide for it, Yorkshire Water may refine the published award criteria or their relative importance before inviting final tenders. Any refinement will remain within the scope of the original criteria, will be shared with all bidders still participating, and will not change the outcome of an earlier selection stage. Where required, the Tender Notice and affected procurement documents will be updated or republished before final tenders are invited. Stage 4 - ITT Round 2: commercial and final tender Bidders progressing to ITT Round 2 will be invited to submit their commercial response and final tender for the lot(s) they are tendering for, by the stated deadline. The final tender must address the requirements and contract terms in the final procurement documents. Once the final tender deadline has passed, no further negotiation will take place, except for clarification or confirmation permitted by the stated procedure. Final evaluation and award Final tenders will be evaluated against the published award criteria and methodology to identify the most advantageous tender for each lot. Yorkshire Water may award one or more lots, including Lot 5 if it is tendered and an award is made, or may decide not to award a lot where permitted by the procurement documents. Bidders will be notified of the outcome, followed by any applicable standstill period and contract award steps.

How this framework works

Published description of the framework
The framework is being established by Yorkshire Water (YW) through a collaborative buying-club approach. It is intended to deliver commercial value, supply-chain resilience, technology standardisation, sustainability benefits and procurement efficiency.
The framework will comprise four core Lots: Lot 1 - Standard devices and peripherals; Lot 2 - Rugged devices; Lot 3 - Network hardware; and Lot 4 - Lifecycle management and asset recovery. It will also include optional Lot 5 - Mobile devices, covering mobile phones, tablets and associated accessories as specified in the procurement documents. Lot 5 is optional, and YW reserves the right not to award it.
Other utilities may participate in the buying club and may award call-off contracts under the relevant Lot, subject to the framework terms and applicable eligibility requirements. Participating utilities may contribute forecast demand and help align requirements and specifications during the procurement process. YW will lead the procurement and evaluation. Each participating authority will retain responsibility for its own governance, approvals, budget and decision whether to award a call-off. Participation does not guarantee that an authority will place orders.
The estimated total framework value is £301,200,000, of which £50,200,000 relates to YW's estimated requirement. These are estimates of potential spend and do not guarantee orders, call-offs or expenditure. Both values are exclusive of VAT.
Prices will be established through the framework competition, using tendered prices and any applicable pricing mechanisms set out in the framework documents. Call-off contracts may be awarded by direct award, where the requirement can be met in accordance with the framework's direct-award rules, or by mini-competition among suppliers appointed to the relevant Lot. Mini-competitions will allow the buyer to assess price and relevant factors such as availability, fulfilment, service and lifecycle requirements against the published call-off rules and criteria.
The procurement is planned to include an initial round assessing bidders' capability and contractual submissions. YW reserves the right to conduct additional rounds, in which bidders may be eliminated in accordance with the published evaluation criteria. Further rounds may include clarification or refinement of submissions and a commercial round before final evaluation and award.
Lots and requirements (5)Procurement structure
5 lots · all with a published value · same evaluation weights on every lotEvery one of these 5 lots carries the same published figure, £301,200,000: it is the framework's maximum for the whole notice, not each lot's own budget, and no share per lot is published. The cards below say ceiling above rather than repeat it.

Lot #4Lifecycle Management and Asset RecoveryRenewalceiling above
This Lot covers lifecycle and end-of-life services for Yorkshire Water's EUC and related IT assets. Services may include collection and tracking of retired equipment, assessment and preparation for reuse or resale, refurbishment, remarketing, recycling and secure disposal. The supplier will be expected to report on asset outcomes and any revenue or recovery achieved, in line with the requirements in the procurement documents. Include secure data erasure or repair services only if they are part of the final specification
Lot #5Mobile Devices (Optional)Renewalceiling above
This Lot covers the supply of mobile devices for Yorkshire Water, including mobile phones and tablets, together with associated accessories where specified. It is intended to support device replacement and new demand through the framework. The counts under this question show how many awards have a known supplier size.
Small firms have won here. Neither number says whether you qualify; it describes who has been winning.
i
How often local firms win similar work.
Winners with a registered address in the delivery region, out of awards with a known address.
Local means the winner is registered in the region where that award was delivered.
A local branch does not count if the registered address is elsewhere.
Most of this buyer’s recorded winners were registered outside the region where that award was delivered.
i
How long buyers here take to decide after bids close.
Middle value in days from the bid deadline to the award date, on competitions that published both.
Only decided tenders count, so slow ones still waiting are not in.
Half of these awards have an award date within 116 days of the bid deadline.
i
How often work is awarded with no recorded rival.
Direct awards and tenders where every published lot count shows one bid.
The market share is a minimum: some awards have no bid count.
Thin markets produce this too; it is not proof of a tailored specification.
Awards are recorded, but published direct routes and bid counts do not establish this buyer’s share.

About this data
- Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
- Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
- Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
- Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.

Procedure and stages
Yorkshire Water will conduct this procurement using a competitive flexible procedure under the Procurement Act 2023. The process will be conducted through Find a Tender and Ariba, in accordance with the Tender Notice and associated procurement documents.
Round 1
Assess bidders' capability and contractual submissions. YW reserves the right to conduct additional rounds, where bidders may be eliminated in accordance with the published evaluation criteria. Further rounds may include clarification or refinement of submissions and a commercial round, before final evaluation and award.
Lots
Bidders may submit tenders for Lots 1-4, in accordance with the requirements and submission instructions for each lot.
Stage 1 - Conditions of Participation (CoP)
Bidders must submit their CoP response by the deadline stated in the procurement documents.
Stage 2 - ITT Round 1: capability and contractual response
Invited bidders may submit an ITT Round 1 response for the lot(s) they are tendering for.
Stage 3 - Clarification and negotiation
Yorkshire Water may seek clarification of submitted responses and conduct negotiations with bidders progressing from Round 1.
Refinement of award criteria
If the procurement documents provide for it, Yorkshire Water may refine the published award criteria or their relative importance before inviting final tenders. Any refinement will remain within the scope of the original criteria, will be shared with all bidders still participating, and will not change the outcome of an earlier selection stage. Where required, the Tender Notice and affected procurement documents will be updated or republished before final tenders are invited.
Stage 4 - ITT Round 2: commercial and final tender
Bidders progressing to ITT Round 2 will be invited to submit their commercial response and final tender for the lot(s) they are tendering for, by the stated deadline. The final tender must address the requirements and contract terms in the final procurement documents. Once the final tender deadline has passed, no further negotiation will take place, except for clarification or confirmation permitted by the stated procedure.
Final evaluation and award
Final tenders will be evaluated against the published award criteria and methodology to identify the most advantageous tender for each lot. Yorkshire Water may award one or more lots, including Lot 5 if it is tendered and an award is made, or may decide not to award a lot where permitted by the procurement documents. Bidders will be notified of the outcome, followed by any applicable standstill period and contract award steps.
