Procedure rationaleThe Contracting Authority made a direct award to the current provider under Regulation 32(2)(c) of the Public Contract Regulations 2015 in order to maintain the provision of services already in place. Due to events that were unforeseeable by the Contracting Authority (i.e. the covid-19 pandemic), the time limits for the open or restricted procedures with negotiation could not be complied with. British Red Cross was the incumbent provider and therefore familiar with working in the specific Health Boards/Hospitals and the service could continue with very little disruption to an environment which was already pressurised as a result of the Covid-19 pandemic.
