        "description": "WMCPC intends to commission Eating Disorder day care provision for children and young people within the West Midlands (aged 13-18).<br/>The service and provider will need to be registered with the Care Quality Commission to provide mental health services.<br/>The indicative services aims are to:<br/>• Support young people with a diagnosed Eating Disorder to receive timely and effective care<br/>in the least restrictive environment<br/>• Reduce inpatient admissions to Specialist Eating Disorder Units (and/or reduce lengths of<br/>stay for those already admitted)<br/>• Provide an alternative, sustainable model to inpatient care as described within NHSE’s<br/>draft commissioning guidance for children and young people’s intensive mental health<br/>services.<br/>• Provide specialist eating disorder interventions on an outpatient basis<br/>• Be NICE Guideline (NG69) compliant<br/>• Provide a treatment option for the young person where there may be reluctance for<br/>inpatient admission and/or they require a more structured treatment approach to interventions than can be achieved within a current community setting.<br/><br/>The proposed service model should cover the following minimum requirements (these may<br/>be subject to amendment due to concurrent development work):<br/>• Service model should focus on highly structured programme of day care provision, with range of evidence based therapeutic treatment approaches, supplemented with educational support to maintain a structured environment for the young person<br/>• Interventions should be tailored to meet young person’s needs at time of assessment as<br/>well as support to family/carer.<br/>• Service should be operational seven days per week 8am-8pm.<br/>• Service should be committed to principles of least restrictive practice<br/>• Service should have capacity to provide day service places up to 8 young people at any one time<br/><br/>This is a new service model for Children and Young People’s Intensive Mental Health<br/>Services (CYPIMHS), as such, the successful Provider is expected to be fully operational,<br/>providing services ideally from 1st January 2025, but at the latest from 1st April 2025.         "description": "WMCPC intends to commission Eating Disorder Intensive Home Support provision for children and young people within the West Midlands (aged 13-18) who require intensive mental health treatment to support discharge and step down from hospital.<br/><br/>The first 12 months of provision will focus on step down’s from Specialist Eating Disorder Units whilst developing the admission avoidance element to be operational from year 2.<br/><br/>The service and provider will need to be registered with the Care Quality Commission to provide mental health services.<br/><br/>The indicative services aims are to:<br/>• Support young people to receive timely and effective care in the least restrictive environment<br/>• To enable re-feeding including NG feeding to be undertaken at home.<br/>• Reduce lengths of stay within a Specialist Eating Disorder Unit<br/>• Provide time-limited intensive intervention within the young person’s home environment<br/>• Be NICE Guideline (NG69) compliant<br/>• Work alongside existing Community Eating Disorder Services, providing higher level of expertise and intensive intervention.<br/><br/>The proposed service model should cover the following minimum requirements (these may be subject to amendment due to concurrent development work):<br/>• Service should focus on intensive support within the young person’s home environment, with a range of therapeutic, evidence based treatment approaches deployed<br/>• Interventions should be tailored to meet individual young person’s and their family’s needs at time of assessment<br/>• Service should be operational seven days per week and provide support as appropriate into the young person’s home and/or school setting, with the accepted young people having intervention(s) up to four times daily (as determined appropriate at time of assessment and formulated within their care plan<br/>• Most interventions from the ED-ISH should aim for around 14 weeks of input, though length of time input required should be based on clinical need<br/>• The ED-ISH should provide a highly structured programme of intensive support that combines education, therapy and support with meal times and meal planning.<br/>• ED-ISH should also consider support to parents/carers and families of the young person, which may be undertaken separately to the intervention with the young person.<br/>• The service should have capacity to provide intensive input up to four times daily for at least 14 weeks to between 5 and 8 young people at one time. Additional information: Any award of contract for this requirement is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply.   "description": "WMCPC intends to commission:<br/>Lot 1) Eating Disorder Day Care Services for children and young people within the West Midlands (aged 13-18).<br/>The service and provider will need to be registered with the Care Quality Commission to provide mental health services.<br/>The indicative service aims are to:<br/>• Support young people with a diagnosed Eating Disorder to receive timely and effective care in the least restrictive environment<br/>• Reduce inpatient admissions to Specialist Eating Disorder Units (and/or reduce lengths of stay for those already admitted)<br/>• Provide an alternative, sustainable model to inpatient care as described within NHSE’s draft commissioning guidance for children and young people’s intensive mental health<br/>services.<br/>• Provide specialist eating disorder interventions on an outpatient basis<br/>• Be NICE Guideline (NG69) compliant<br/>• Provide a treatment option for the young person where there may be reluctance for inpatient admission and/or they require a more structured treatment approach to interventions than can be achieved within a current community setting.<br/>The proposed service model should cover the following minimum requirements (these may<br/>be subject to amendment due to concurrent development work)<br/>• Service model should focus on highly structured programme of day care provision, with range of evidence based therapeutic treatment approaches, supplemented with educational<br/>support to maintain a structured environment for the young person<br/>• Interventions should be tailored to meet young person’s needs at time of assessment as well as support to family/carer.<br/>• Service should be operational seven days per week 8am-8pm.<br/>• Service should be committed to principles of least restrictive practice<br/>• Service should have capacity to provide day service places up to 8 young people at any one time<br/>This is a new service model for Children and Young People’s Intensive Mental Health Services (CYPIMHS), as such, the successful Provider is expected to be fully operational, providing services ideally from 1st January 2025, but at the latest from 1st April 2025.<br/><br/>Lot 2) Eating Disorder Intensive at Home (ED-ISH) Support for children and young people within the West Midlands (aged 13-18) who require intensive mental health treatment to support discharge and step down from hospital.<br/>The first 12 months of provision will focus on step down’s from Specialist Eating Disorder Units whilst developing the admission avoidance element to be operational from year 2.<br/>The service and provider will need to be registered with the Care Quality Commission to provide mental health services.<br/>The indicative services aims are to:<br/>• Support young people to receive timely and effective care in the least restrictive environment<br/>• To enable re-feeding including NG feeding to be undertaken at home.<br/>• Reduce lengths of stay within a Specialist Eating Disorder Unit<br/>• Provide time-limited intensive intervention within the young person’s home environment <br/>• Be NICE Guideline (NG69) compliant<br/>• Work alongside existing Community Eating Disorder Services, providing higher level of expertise and intensive intervention.<br/>The proposed service model should cover the following minimum requirements (these may be subject to amendment due to concurrent development work):<br/>• Service should focus on intensive support within the young person’s home environment, with a range of therapeutic, evidence based treatment approaches deployed <br/>• Interventions should be tailored to meet individual young person’s and their family’s needs at time of assessment<br/>• Service should be operational seven days per week and provide support as appropriate into the young person’s home and/or school setting, with the accepted young people having<br/>intervention(s) up to four times daily (as determined appropriate at time of assessment and formulated within their care plan<br/>• Most interventions from the ED-ISH should aim for around 14 weeks of input, though length of time input required should be based on clinical need<br/>• The ED-ISH should provide a highly structured programme of intensive support that combines education, therapy and support with meal times and meal planning.<br/>• ED-ISH should also consider support to parents/carers and families of the young person, which may be undertaken separately to the intervention with the young person.<br/>• The service should have capacity to provide intensive input up to four times daily for at least 14 weeks to between 5 and 8 young people at one time.<br/><br/>Any award of contract for this requirement is subject to the Health Care Services (Provider<br/>Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the<br/>Public Contracts Regulations 2015 do not apply. In addition, neither the placement of this<br/>notice nor any subsequent notice shall bind the Commissioner to the award of any contract.",
