Categories
Comparable-procurement analytics
Benchmarked against retained Find a Tender procedures with CPV division 85. The category anchor is Health services (85100000); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.
| Comparison set | Procedures | Reported bids per procedure | Named award suppliers | Price evidence |
|---|---|---|---|---|
| Market: CPV division 85 | 38,371 | 1 median · 19.7 average (22,930 of 38,371 with a bid count) | 1.8 average (24,591 of 38,371 with named award suppliers) | 10 comparable price pairs |
| Same buyer | 7 | 3 median · 5.3 average (4 of 7 with a bid count) | 1.6 average (5 of 7 with named award suppliers) | Not published |
“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.
Price-outcome signal
Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.

"description": "This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to decision makers by midnight on 07 October 2024. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.\nWritten representations should be sent to amy.wilkinson@eastsussex.gov.uk \nThe award decision-makers were the Director for Adult Social Care and Health and the Head of Procurement following approval by the Lead Member for Adult Social Care and Health. \nThere are no declared conflicts or potential conflicts of interest of individuals making the decision.\nThe key criteria was prioritised as below, with the most important at the top:\n1.\tquality and innovation\n2.\tintegration, collaboration and service sustainability\n3.\timproving access, reducing health inequalities and facilitating choice\n4.\tvalue\n5.\tsocial value\nThe rationale for the relative importance of the key criteria, is due to the nature of the service (children's health), and the need to work effectively with partners e.g. schools and the local authority. \nRegarding the first two key criteria above, the chosen provider has a Care Quality Commission (CQC) rating of Outstanding and the last Service Review Report and agreed action plan of 2022, the end of year service review and report of FY23/24, and the Key Performance Indicator reports, evidence good standards and continuous improvement. The provider has also worked in partnership with commissioners and a wide range of partners to develop integrated pathways and services offers and has developed a strong working relationship with schools.\nRegarding the third key criteria above, an Equalities Impact Assessment was undertaken and the provider has a good Communications, Engagement and Patient Experience Strategy in place. \nRegarding the fourth key criteria above, being an incumbent, the provider will not need set up costs for premises, IT infrastructure, staff training and so on.\nRegarding the fifth key criteria above, being an NHS trust, the provider has a Social Value Strategy, and a Sustainability Strategy in place.",
