Coverage: 5 active published awards; 5 bid reports (which may be per lot). Supplier values exclude multi-supplier awards, frameworks and DPS, and use GBP only. They are published award values, not payments. Published-to-award variance compares single-lot, single-award, single-supplier GBP procedures with explicitly non-framework/non-DPS status; increases remain in the average. Unpublished data stays unknown. Awarded suppliers are winners, not all bidders.

What is being bought
The UK Foreign, Commonwealth & Development Office (FCDO) would like to invite interested parties to attend a Market Engagement (EME) Event concerning the provision of services to deliver Effective State and Democracy in Zambia (ESDZ). ESDZ aims to embed democratic values in Zambia’s institutions and practices and support an inclusive, effective state, which delivers poverty reduction and growth for all its citizens. ESDZ has budgeted approximately £30m over seven (7) years, with an anticipated start date of Q1 2024. FCDO invites interested suppliers to attend an Early Market Engagement (EME) session relating to the ESDZ programme and associated future procurements. This EME will take place 10:00-11:00am UK time on Thursday 14 December 2023 and will be online via Microsoft Teams, with representation from both the project office in Lukasa, Zambia and FCDO Commercial. This EME event is an opportunity for prospective suppliers to understand current planning for the ESDZ programme, to ask questions, and to provide feedback on the draft Concept Note (CN) for the Business Case. To attend this EME event, please register and log in to FCDO's eTendering Portal: https://fcdo.bravosolution.co.uk and complete PQQ_1530 before noon on 12.12.2023. The Concept Note (CN) is available for download as an attachment to the PQQ. The event will be followed by a questionnaire and attendees will be able to ask further questions. The PQQ functionality in the portal will be used as the channel of communication for this project going forward.
