Traffic authorities use a digital traffic regulation order system that can interface with the DfT D-TRO publication service.

- MS1 - IT requirements (non-functional): Please explain how you will deliver the non-functional and general requirements set out in the specification (sections 3 and 4). These should include a detailed proposal describing your approach to: Specification section 3 (non-functional requirements) • SaaS solution, system management functions and cloud hosting services, • Data protection and access control, • System integrations, • Databases & Server/Client Environment, • Performance and Resilience, including disaster recovery, • Payment Processing, • Off-boarding • Mobilisation and transitional arrangements, Specification section 4 (general requirements) • Professional Support • Fault correction, • Unavailability, • KPIs and contract and performance management, • Training. A form with a table listing all the specific non-functional IT requirements in section 3 of the specification is provided below to assist you with answering that part of the question.
- MS2 - Technical Solution (functional): • Please provide an overview of the Technical Solution that you will use to meet the requirements set out in the specification (section 2). Including a detailed proposal describing your approach to the interface with the DfT D-TRO publication service and readiness tor D-TRO compliance in accordance with DfT timelines for 2026, • The functionality to create, amend or revoke temporary, permanent and experimental traffic management orders, • The ability to undertake statutory consultations by publishing information online and receiving public feedback online. • The use of a map-based GIS interface for both parking (static) and traffic (moving) restrictions schedules. • The ability to facilitate restrictions on the public highway network and also on off-street areas (estates, car parks, etc). • The provision of a public facing web portal that gives the public access to information about all traffic management orders and restrictions in the borough. • The provision of a kerbside monitoring function and dashboard that categorises all the different kerbside uses and monitors how the Council’s kerbside strategy is being implemented. • The use of API interfaces to integrate data with parking enforcement systems, including mobile CCTV cars and parking suspensions, using access to traffic orders information to support these enforcement functions
- MS3 - Innovation and continuous improvement: Please set out your approach to innovation and continuous improvement with the proposed technical solution. Please explain your approach to: • Any upcoming opportunities you have identified for continuous improvement and your approach to improving the technical solution, • Any areas of improvement currently under development • How users are involved in the process of identifying and implementing improvements, • Any innovations to automate traffic order making processes
