What is being bought

The Digital Factory team is currently grappling with optimising the utilisation of low code platforms to accelerate development and support capabilities across the business, particularly concerning the Microsoft Power Platform and Netcall Liberty Create Platform – which are the two current Low Code platforms that are in use across the organisation. Network Rail recognise that there is a need to establish a robust Centre of Excellence for the Microsoft Power Platform and the Netcall Liberty Create Platform to provide strategic direction and governance to citizen developers, supply chain partners, business customers and end users across the business. Alongside this, Network Rail additionally have a requirement to provide a professional development capability across both Low Code platforms that will augment internal team development capability, ensuring that we can deliver solutions to our customers to time, quality and cost.

Lot 1 - Resourcing of professional development and support capabilities for the Microsoft Power Platform Current components used are Canvas Apps, Model Driven Apps, Power Pages, Power BI, Power Automate, Microsoft Power Platform includes tools like Power BI, Power Apps, Power Automate and CoPilot Studio. The organisation has a desire to explore and utilise other power platform components such as AI Builder and other future evolving products. We have a requirement for a flexible development capability that would be defined against specific work packages to enable delivery to our business customers. We also require a flexible support capability to assist with the ongoing maintenance and support of any existing and newly delivered Microsoft Power platform solutions. We would seek to leverage existing IT Helpdesk ServiceNow workflows to triage and manage the support work bank

Lot 3 - A Centre of Excellence for Microsoft Power Platform In forming a centre of excellence for the Microsoft Power Platform within Network Rail, we would seek to focus on the following areas of challenge, though please note the below list in not exhaustive. We would appreciate to receive responses that include areas of value that are outside of this list. • Defining and implementing effective process, governance and strategy in order to successfully enable low code adoption and usage at scale. • Industrialisation of citizen developed apps that meet a specific user or value threshold to provide a production ready capability • Evaluate and implement a proactive strategy to address evolving and new low code technologies to meet the ever-growing demand of citizen and professional developers throughout the organisation. • Understand and implement appropriate licencing strategies across the organisation to empower end-users and drive platform value.
