DHSC: LERO Development and Resilience Project
Authority: Department of Health & Social Care (Central government)
What is being bought
Published requirement descriptionTo deliver a 3-year national Lived experience recovery organisation (LERO) development and resilience project from 1 April 2027 to 31 March 2030. The project will support the development and resilience of emerging and established LEROs and local authorities looking to support and sustain LEROs and recovery communities in their locality.
Building on the previous LERO capacity-building project, the LERO development and resilience project will support LEROs to develop and sustain through peer-led mentoring, specialist bespoke learning opportunities, reusable good practice resources and local authority support. This contract builds on learning from the first 2 project years. This includes strong demand for practical peer-led support and bespoke learning opportunities for leaders; the value of mentoring from experienced LERO leaders; the need for continued support on governance, leadership, financial management, fundraising and workforce development; and the importance of supporting local authorities to create the conditions in which recovery communities, LEROs and other peer-led initiatives can develop and sustain.
The previous project has been developing an offer for local authority commissioners primarily through regular drop-ins. In this new iteration of the project, the Authority wishes to further develop this approach by providing universal and targeted support for local areas seeking to develop or sustain LEROs. This will help local authority commissioners to understand the conditions that enable independent, peer-led LEROs to develop within local recovery-oriented systems of care, and to access support that responds to local context, readiness and need.

How Department of Health & Social Care buys Social services (CPV 8532) — and who usually turns up
Department of Health & Social Care’s own published record, next to the Greater London market for the same work. Frameworks and DPS are kept out: they attract a different number of bids. Whole-market view: Social services (CPV 8532) →
How the contest usually goes
Left: this authority. Right: the market where the work is delivered. Bids and award-vs-estimate pairs are per lot, from contested contracts only — direct awards (including PA 2023 transparency notices) report one bid by definition and are left out. On Procurement Act 2023 notices the count is the tenders assessed at the final stage, not every submission received; pairs compare like with like (VAT-exclusive, or VAT-inclusive on both sides). Empty means nothing was published, not filled in from elsewhere.

How many companies usually bid for work like this.
Middle value of published bid counts, one per lot, for this buyer or this region in the same sector.

i
How often only one company bid.
Share of lots that received exactly one bid, on the same competitions as the bids figure.
Based on this buyer’s tenders in this sector (CPV 8532), last 36 months: 6 lots.
High means a thin market or an incumbent that is hard to beat.
i

Estimate against award per lot, for this buyer or this region in the same sector.
Based on this buyer’s tenders in this sector (CPV 8532), last 36 months: 6 pairs.

How long buyers here take to decide after bids close.
Middle value in days from the deadline to the first award notice, on competitions that published both dates.
Based on this buyer’s tenders in this sector (CPV 8532), last 36 months: 3 notices.

Coverage and what to read with care
- Each tile explains itself. The on a figure says what it is, how it is counted and which scope this notice’s own record came from (class, division, all categories, or the authority’s 24-month row). The two columns are never blended and nothing is filled from a UK-wide figure; an empty tile means the source published nothing usable. Long form: Methodology.
- Coverage. Roughly 40 % of notices publish a bid count; about half publish an ITL1 delivery location, so the market column reads the authority’s registered region when the notice has none (labelled). About 30 % of award-vs-estimate pairs are exact matches — the buyer published the award at the estimate. n is on every figure; a thin sample is muted, never hidden.
- “Match” and “relevance” are model scores from the nightly matcher, not published facts. Find a Tender does not publish who is bidding. Never shown: contact details, payment behaviour, or a recommended price.
