Official UK procurement notice
Demolition, Design and Construction of Howard's Lane Public Toilets, Howard's Lane, Wareham
Authority: Wareham Town Council (Local council)
What is being bought
Published requirement descriptionWareham Town Council invites tenders from suitably experienced contractors to demolish the existing public toilet block at Howard's Lane, Wareham, Dorset BH20 4HU, and to design and build a new public toilet facility on the same site.
The works include: safe demolition and clearance of the existing building, including the removal of any asbestos identified by the Council's asbestos survey (which will be provided to all tenderers); construction of the new facility; connection of all services; and making good the site.
Planning has been confirmed as permitted development.
Bidders must also price a pay-to-use (contactless) entry system as a separately identified optional item; the Council will decide at award whether to include it.
This procurement follows an earlier tender exercise for these works which did not result in a contract award.
The contract will be awarded to the most advantageous tender, assessed against the price and quality criteria set out in the tender documents. Tender documents are attached to this notice and are also available from the Town Clerk.

Published award criteria (6)
- Design Quality: How well the design reflects the Conservation Area's architectural character while delivering compliant, accessible and sustainable facilities.
- Cost: The total tender sum (including the optional pay-to-use item), value for money and clarity of the cost breakdown. Scored relative to the lowest compliant tender.
- Experience and Track Record: Previous similar projects, especially in conservation areas or heritage settings, delivered to quality, time and budget.
- Social Value: Measurable commitments such as local employment, apprenticeships or training, and environmental measures beyond the basic requirements.
- Project Timeline: How realistic and efficient the programme is, and how it minimises the period of closure and disruption to the public.
- Health and Safety: The quality of the outline health and safety plan, compliance with CDM 2015 and the bidder's safety track record.
No conditions of participation were published on the notice; check the tender documents.
- Price carries 25 of 100 points: a 10% discount moves about 2.5 points. The method statement decides this lot, not the discount.
- Turnover usually expected at this size: about £280,000 (twice the annual value).
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula. Turnover is an indicative market norm (≈2× annual value), not a published condition.

Building construction work (CPV 4521) in South West England, and who usually turns up
Wareham Town Council has too little published record in this market to describe on its own. Published market evidence for the same work stands beside whatever it has. Frameworks and DPS are kept out: they attract a different number of bids. Whole-market view: Building construction work (CPV 4521) →
How the contest usually goes
Winner shares use published awards; bid and price charts use contested lots.
i
How often small and medium firms win.
Share of awards where the winner’s size is known.
The counts under this question show how many awards have a known supplier size.
Small firms have won here. Neither number says whether you qualify; it describes who has been winning.
i
How often local firms win similar work.
Winners with a registered address in the delivery region, out of awards with a known address.
Here, local means registered in South West England.
A local branch does not count if the registered address is elsewhere.
Most of this buyer’s recorded winners are registered in South West England.
i
How long buyers here take to decide after bids close.
Middle value in days from the deadline to the first award notice, on competitions that published both dates.
Only decided tenders count, so slow ones still waiting are not in.
Half of these awards were announced within 48 days of the bid deadline.
i
How often work is awarded with no recorded rival.
Direct awards and tenders where every published lot count shows one bid.
The market share is a minimum: some awards have no bid count.
Thin markets produce this too; it is not proof of a tailored specification.
Missing bid counts may hide more single-bid awards. This share is a minimum.

About this data
- Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
- Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
- Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
- Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
