What is being bought

The Cardiff and Vale University Health Board UHB currently deliver primary, community, inpatient and tertiary mental health services out of five hospital sites and twelve community bases through over 64 integrated teams. The range of services includes core mental health services such as adult and older people’s community mental health multi-disciplinary teams and aligned inpatient beds but also support, specialist and tertiary services. The Welsh Government strategy ‘Together for Mental Health’ was initially launched in October 2012 and replaces previous age-specific Welsh Government strategies and service frameworks, including ‘Everybody’s Business’. Together for Mental Health aims to counter ‘silo’ working and promote fully integrated partnership working intended to improve mental health and wellbeing. It has a solid emphasis on prevention and early intervention, in addition to setting out a framework for the provision of specialist mental health services for those who need them.

Comparable-procurement analytics

Benchmarked against retained Find a Tender procedures with CPV division 85. The category anchor is Health services (85100000); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.

“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.

Indicative price outcome

£99,542 is the median lowest-valid-bid benchmark for the broad CPV market sample, against this procedure’s published value of £153,000.

This is a historical comparator, not a bid-price forecast or a guaranteed saving. It excludes records where the published values cannot be sensibly compared and does not adjust for lot structure, quality weighting, framework terms or scope.
