- Published justification
The Department for Communities requires Microsoft support for Supplementary Payment IT System (SPS), for 21 months from 1 April 2021 to 31 December 2022. This is permitted under Regulation 32 2 (b) (ii) and iii due to technical reasons and 32 (2) (c) due to technical reasons, and in cases of extreme urgency brought about by events unforeseen or attributable to the contracting authority.
- Review procedure
The Public Contract Regulations 2015 provide for aggrieved parties who have. been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). The authority has incorporated a standstill period (i.e. a minimum of 10 calendar days) before this contract was awarded.
