What this means for your bid
  • Price carries 60 of 100 points: a 10% discount moves about 6 points. This one is won on the number: sharpen the price before polishing the prose.
  • “City of York Council Minor Civils Framework 2025” is a framework: the contest is a place on its panel, up to 5 suppliers, not a single contract: call-offs may be direct or by further competition.

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.

3 agreed KPIs: Client Satisfaction - Product and Service · Predictability of Cost · Predictability of Time
    • Client Satisfaction - Product and Service, KPI 1 will measure the Client's Satisfaction in relation to the product and service, with a Contractor's performance during Call-off Contracts. The measure will take account of Clients' scoring of the Contractor in relation to the following: • health and safety • traffic management • standard of workmanship The target for KPI 1 is 80%. This target may be adjusted annually at City of York's discretion.
    • Predictability of Cost, KPI 2 will measure the Contractor's Price for the Call-off Contract against the agreed outturn cost. Agreed compensation events (by the Employer) will be added to both sets of costs to measure this performance. The measure will take account of the Client's scoring for: Outturn costs equal to or less than the Call-off Contract Price (including agreed compensation events) or the % variance where outturn costs are greater than the Call-off Contract Price (including agreed compensation events). The target for KPI 2 is 80%. This target may be adjusted annually at City of York's discretion.
    • Predictability of Time, KPI 3 will measure the Contractor's performance against the agreed programme (by the Client) for a Call-off Contract in relation to the completion of the works on time. The measure will take account of the Employer's scoring where: The works have completed on time or earlier than the agreed programme (including agreed compensation events), or the % variance between the agreed programmed finish date and the actual finish date, where the works have taken longer to complete (including agreed compensation events) The target for KPI3 is 80%. This target may be adjusted annually at City of York's discretion
