26 Jun 2026, 23:59 BST · scheduledWolverhampton City Council is undertaking Preliminary Market Engagement in relation to the proposed Design and Build contractor procurement for the Bilston Health and Wellbeing Facility. The purpose of the engagement is to obtain market feedback on the proposed procurement route, form of contract, budget estimate, construction programme, phasing options, form of construction and key project risks. The proposed facility is to be delivered in Bilston, Wolverhampton, adjacent to and encompassing parts of WV Active Bert Williams Leisure Centre, Bilston Urban Village Medical Centre and Bert Turner Boulevard. The project is expected to include a new two-storey integrated health and wellbeing facility, associated public realm, parking and upgrades to Bert Turner Boulevard. Suppliers wishing to participate should complete the PME questionnaire and submit their response through the Council's e-tendering portal at www.wolverhamptontenders.com by 19 June 2026 at 12:00. As part of the engagement process, the Council may invite participants to attend a remote market engagement meeting, presentation or discussion following the closure of the PME exercise. Any such sessions will be arranged directly with participants, and dates and times will be confirmed after the PME response deadline. All clarification questions relating to this PME must be submitted through the Council's e-tendering portal. Responses will be issued through the portal where appropriate. This PME is not a call for competition and does not commit the Council to commencing a procurement process or awarding any contract. Any future procurement will be advertised separately and conducted in accordance with the Procurement Act 2023.
