How this framework works
From the published notice- Type
- Closed framework
- Call-offs
- call-offs may be awarded directly or by further competition
- Framework period
- 4 yrs from 21 Sept 2026
Published description of the framework
The Framework will be divided into four Lots: Lot 1 Glazing, Lot 2 Roofing, Lot 3 General Building up to £50,000, and Lot 4 General Building £50,001 to £500,000. The Council intends to appoint up to five Framework Suppliers per Lot.
Call-off contracts will normally be awarded by mini-competition between the Framework Suppliers appointed to the relevant Lot and capable of delivering the specific works requirement. For each mini-competition, the Council will issue the relevant works information, specification, drawings, pricing schedule and any other project-specific documentation. Framework Suppliers invited to the mini-competition will be required to submit a supplemental tender/quotation through the Council's system or portal by the stated deadline.
Prices for call-off contracts will be determined by the prices submitted in response to the relevant mini-competition. The pricing mechanism for defined works will generally be lump sum, based on the scope and pricing documents issued for the specific works package. Where applicable, rates, prices or other costs submitted by the Framework Supplier and accepted by the Council for the relevant call-off will form the basis of the contract sum.
Supplemental tenders received through mini-competitions will be evaluated using the mini-competition award criteria set out in the mini-competition documents. The Council will award the call-off contract to the Framework Supplier that submits the most advantageous compliant tender for that specific requirement.
In exceptional circumstances, the Council may make a direct award under the Framework, where permitted by the Framework Agreement. Exceptional circumstances may include fire, flood, national emergency, security or safety reasons.
Appointment to the Framework does not guarantee any volume or value of work. Works will only proceed where a valid call-off, works order, purchase order or other written instruction has been approved and issued by the Council.

- Price carries 40 of 100 points: a 10% discount moves about 4 points. The method statement decides this lot, not the discount.
- “CWC25131 - Planned Building Maintenance and Minor Works Framework” is a framework: the contest is a place on its panel, not a single contract: call-offs may be direct or by further competition.
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.

Wolverhampton City Council is seeking feedback from interested suppliers in relation to a proposed Planned Building Maintenance and Minor Works Framework.
Interested organisations are invited to review the Preliminary Market Engagement (PME) documents and submit a written response to the questionnaire via the Council's e-tendering portal at www.wolverhamptontenders.com ↗ by the stated engagement deadline.
The purpose of this engagement is to help the Council better understand market capacity, supplier appetite, the proposed lot structure, value bands, delivery model and any practical considerations that should be taken into account before any future procurement is commenced.
Following review of responses, the Council may invite some respondents to participate in clarification discussions or supplier engagement meetings where this would assist the Council in developing its requirements. Participation in this exercise is voluntary and this notice is issued for information-gathering purposes only. It is not a call for competition and does not commit the Council to commence any procurement or award any contract.
Any costs associated with participation in this engagement exercise will be borne by the participating organisation.
