What is being bought

WV Active manages 3 facilities in Wolverhampton which include Aldersley Leisure Village, Bert Williams Leisure Centre and Central Baths. These centres have a wide variety of facilities and varying service users which creates varying requirements. We are currently using a Leisure Management solution that was first installed 7 years ago based on requirements at the time. In the intervening period the solution has been updated and added to in order to meet changing requirements of our business and customers. We would like to investigate what solutions and technology exist in the Leisure Management market and what these can offer the business and our customers. Any solution should ideally be available as an "off the shelf" product to enable a speedy implementation but have the flexibility to be amended/configured to meet specific requirements. The new solution should allow for any changes/configuration to be easily actioned by WV Active personnel. As part of the PME process the Council may invite participants to provide a remote demonstration of their solution, the date and times will be confirmed following the closure of the PME exercise. The Council may not be able to see demonstrations from all suppliers if we receive a large number of responses. The Council reserves the right to limit the numbers invited to demonstrate their solution based on the initial information provided by suppliers. This process will not limit any supplier from submitting a tender in any future procurement exercise. If you would like to participate in the Preliminary Market Engagement please complete and submit the questionnaire available on the Council's website Opportunities - www.wolverhamptontenders.com. The closing date for responses is Midday on Wednesday 10th September 2025

Comparable-procurement analytics

Benchmarked against retained Find a Tender procedures with CPV division 48. The category anchor is Software package and information systems (48000000); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.

“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.

Price-outcome signal

Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.
