Procedure rationaleThe procurement has been awarded utilising the negotiated procedure without prior publication utilising regulation 32(2)(b)(ii) “competition is absent for technical reasons”. This is a compliant route to market under the Public Contract Regulations 2015 and Council’s Contract Procedure Rules. The contract will be awarded following a 10 day standstill period concluding on 29/03/2021.
Due to the proprietary nature of the Reminiscence Interactive Therapy / Activity (RITA) System the Council believes that competition is absent for technical reasons and it is unlikely that there are other systems/contractors presently available with similar system capabilities. The system will be gifted to care providers after the initial 3 year period. |
