"description": "This report seeks to balance immediate financial stability with longer-term transformation, ensuring services can continue to deliver effectively while evolving to meet future demand.\nIt proposes:\n• Additional investment in Children, Young People and Families to provide early support and intervention to ensure every child has the best possible start in life and achieves positive long-term outcomes.\n• Additional investment in sexual health services to improve access to prevention, testing and treatment, reducing transmission rates and improving overall population health outcomes.\n• A structured reshaping of service provision aligned to Best Start in Life principles\n• An extension of the current partnership agreement for a further six months, from 1 April 2029 to 30 September 2029.\nThis extension will ensure continuity of provision, maintain performance and quality standards, and provide sufficient time to develop and implement future commissioning arrangements aligned with strategic priorities."
