What is being bought
The BBC welcomes responses to this ITT oppertunity in order for the supply chain and Tenderers to respond to this procurement exercise. https://bbc.ukp.app.jaggaer.com/web/login.html To gain access (by invitation) each Tenderering party must complete the Non Disclousure Agreement and submit to The BBC for approval, before the Tenderer is invited to participate and obtain full access to the Procurement Documents. The scope of these services are as generally detailed below; The requirement for a Customer Identity & Access Management Platform sits with BBC Media Tech and specifically the Account and Identity team. BBC Account and Identity will serve as the gateway to the BBC's digital ecosystem, playing a pivotal role in the BBC’s product platforms by enabling essential capabilities for BBC user connection, recognition, and understanding. This procurement seeks to; a. Demonstrate value for money from the Most Advantageous Tender (MAT); b. Adopt the best quality / technical long-term solution to meet the demand and technology pathways; and c. Transition from the existing service to a new service seamlessly without disruption to the services. This will be achieved by: • Low-friction authentication journeys • Increased adoption of child profiles (0–13, supported via linked guardian accounts) • High engagement with younger audiences (0-13) • Enhanced authentication and verification methods • Greater flexibility in the platform infrastructure. The BBC’s Relevant Requirements for an Access Management Platform are summarised as follows: • Reliability and resilience – to meet BBC critical system availability targets and disaster recovery targets (Appendix F – CIAM Specification); • Scalability – a Contract to support significant growth in BBC user records, tokens, and request capacity • Innovation enablement - faster delivery of sign-in and registration features; • Cost efficiency - predictable SaaS model; • Modern authentication capabilities – support for contemporary authentication standards and methods; and • Efficient and cost-effective upgrades pathways that follow the supply chains and industries technology pathways and manages obsolescence effectively. The Relevant Requirements and functionality for the future demand have been established, and the BBC envisages potential growth to the following. • 100M users • 550 million tokens* *Assumes same token reference is used for overlapping tokens when refresh on refresh is enabled • 50K RPS BBC is therefore seeking Tenderers with the Solution, Skills, and Experience to deliver the obligations and requirements to a consistently high standard.
