There is the potential for two contract extensions of up to 12 months each, depending on both the success in achieving the required outcomes and availability of further funding, which could lead to the contract ending on 31st March 2030. The total value, including the possible extensions, is £9,883,966 excluding VAT.\nBids were evaluated and moderated according to the criteria as set out in the Invitation to Tender.\nFrom the date of this notice and in accordance with the Procurement Act 2023, the council will be observing a standstill period of 8 working days before entering into any contract.",

    "description": "A Cumbria Connect to Work (CtW) Programme is being procured to cover the Cumberland Council and Westmorland and Furness Council areas. Cumberland Council is leading on the procurement and is also the Accountable Body for this programme. The Councils are seeking, through the CtW programme, to break down barriers to employment and provide sustainable job opportunities for individuals with complex needs.\nThe council proposes to enter into the contract from the 27th October 2025 with the successful tenderer. The initial contract period is from 27th October 2025 - 31st March 2028. The contract end date of 31st March 2030 is the date the contract will end if both of the potential 12 months extensions are used. Use of these extensions is at the absolute discretion of the council. Any extensions will be confirmed with the successful supplier if implemented.\nThe highest estimated value is £9,883,966 excluding VAT. This initiative aims to break down barriers to employment and provide sustainable job opportunities for individuals with complex needs.\nBy encouraging join-up between health systems and employment support, Connect to Work will support those, primarily, currently outside the workforce and facing greater labour market disadvantages, to stay in work and get back into work.  In Cumbria, Connect to Work will support around 3,000 residents across the entirety of the programme.\nConnect to Work is a voluntary programme, delivering the evidence-based Supported Employment model, 'place, train, and maintain', via two distinct types of interventions based on the needs of the participant - Individual Placement and Support (IPS) and Supported Employment Quality Framework (SEQF). \nOur ambition is to deliver this programme in partnership with one high-quality provider (Service Coordinator), who is able to meet set targets for supporting economically inactive adults across Cumbria into work delivering both the IPS and SEQF elements of Connect to Work.\nThe Service Coordinator will need to invest in their delivery partners to ensure quality services are delivered to all participants across Cumbria regardless of place.
