    "description": "The Council has received funding from the Department for Work and Pensions (DWP) to support households experiencing financial crisis and to invest in longer-term preventative activities that strengthen financial resilience and reduce future reliance on crisis support. In Leicestershire, the wider Crisis and Resilience Fund (CRF) includes Crisis Payments administered by Leicestershire County Council and Housing Payments administered by the District and Borough Councils. This procurement relates specifically to the Financial Resilience Service and Community Coordination function that support residents to move beyond immediate crisis and improve long-term financial stability. \nThe service is focused on improving financial resilience, increasing access to advice and support, reducing debt and repeat crisis demand, and enhancing collaboration across organisations to provide a more joined-up and person-centred system of support. \nThis service will be divided into 8 lots. Lots 1 - 7 is split into the different locality (boroughs and districts) of Leicestershire:\n-\tLot 1: Blaby - Blaby District has a population of 103,271 residents and is located in the south-west of Leicestershire.     "description": "The Crisis and Resilience Fund (CRF) will open in Leicestershire on 1 April 2026.  Funding, received by central government, is to provide financial support to residents who are experiencing immediate financial crisis. \nThe Council's requirement is to be cash first but not cash only.  Therefore, we require a system that is able to safely deposit cash payments into the bank account of residents.  We also require the ability to provide open loop vouchers for food and fuel and cash vouchers or ATM cash options when necessary. \nWe require the system to provide a solution that is not open to copycat scams or fraud.  The council sends clear communications to residents not to click on links requesting bank details and therefore the system needs to be able to make secure cash payments into a bank account without residents being required to do this.\nAn indicative budget of the total budget for cash and voucher awards is estimated to be between £3,000,000 and £3,500,000 each year.   The contract period envisaged is 1 year, plus options to extend for up to two additional years (likely on a +1+1 basis).",
