What is being bought
Devon County Council, Plymouth City Council, Torbay Council and NHS Devon ICB are commissioning for a contract for Local Healthwatch and a Local Engagement Service within the Devon STP footprint. This procurement has been developed in collaboration with the three Local Authorities and NHS Devon ICB.
Lot 1 - Local Healthwatch for Devon, Plymouth and Torbay (Statutory Health and Social Care Consumer Voice). This will be Commissioned by the 3 local authorities with input from the ICB.
Lot 2 - Local Health and Social Care Engagement. This will be Commissioned by Devon and the ICB. This will be arranged on a 'call off purchase', issue-by-issue basis, with no guarantee of volume of business.

Not publishedFollowing the Government's recent announcement on 27th June 2025 regarding the future of Healthwatch, which includes the planned closure of Healthwatch England and the transition of its statutory functions to the Department of Health and Social Care, we regret to inform you that the decision has been taken to terminate this procurement opportunity. Due to the significant uncertainty surrounding the future structure and commissioning responsibilities of Healthwatch services nationally, it is no longer viable to proceed with the current tender process. This decision has been made to ensure alignment with forthcoming national changes. Should further opportunities arise in the future, they will be published in accordance with standard procurement process.

Commissioners from the three local authorities are currently obtaining agreement to that intention through their respective governance arrangements and subject to final agreement anticipated by 23 May 2025, the opportunity to bid for the new local Healthwatch contract will then be advertised to the market using this procurement portal.
