Coverage: 3 active published awards; 3 bid reports (which may be per lot). Supplier values exclude multi-supplier awards, frameworks and DPS, and use GBP only. They are published award values, not payments. Published-to-award variance compares single-lot, single-award, single-supplier GBP procedures with explicitly non-framework/non-DPS status; increases remain in the average. Unpublished data stays unknown. Awarded suppliers are winners, not all bidders.

Procedure rationaleThe contract is to provide emergency food vouchers for vulnerable households and eligible families with children who are at risk of going hungry due to the impact of the COVID19 pandemic.
This will include all families who normally have access to Free School Meals (FSM) during term time and others on the periphery of benefits in hardship. PCC will deliver the scheme through food vouchers.
The timescale for the procurement is dictated by the short time period between the release of Winter Grant Scheme funding by central government to local authorities and the requirement to distribute the vouchers in a timely manner to ensure that children have food over the Easter holidays when the schools are shut.
The requirement is urgent, unforeseen and the short timescales for the procurement are dictated by factors outside the control of Plymouth City Council. As such Article 32(c) of the EU Directive 2014/24/EU (Regulation 32(c) UK Public Contracts Regulations 2015) applies to this procurement. |
