- Change The modification is to increase the flat rate fee for the services, and to extend by an additional 12 months. All contract values are estimated as this is a demand-led contract., Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee: Due to the fluctuating economic climate we have been in since the contract was entered into, the contracting authority could not have foreseen the supplier asking for a price increase, at the point of the contract extension.
