Why no open competition
The procurement falls outside the scope of application of the directive
Published justification

Due to Operational reasons the Council was unable to commence the contract when planned and has instead decided to run a new competition for Lot 1 - Forest of Dean and Gloucester and Lot 3 - Tewkesbury, North Cotswolds and Cheltenham of the original competition. To facilitate this it has extended the previous contract by 12 months. The procurement exercise will commence in February – March 2022. It is anticipated that the new contract shall commence 22nd October 2022.
