What is being bought
AWARD OF suitably qualified and experienced Contractors to enter into a Framework agreement (Framework) for the delivery of the Supply of Energy Performance Certificates to Domestic Dwellings 2022-2024 (the Services) to assist with the delivery of the Authority’s capital investment plan. The Framework arrangement will consist of an initial term of 2 years, plus an option to extend up to 2 x 12 months. As part of a wide range of projects across Council properties and the Authority anticipates having 3 Framework Suppliers. This tender invites you to submit competitive inclusive Price, as detailed in the Tender documents, for the provision of Energy Performance Certificates as per the Tender documents available to download immediate upon registering an interest in this opportunity. The main Service consists of the following: Domestic Energy Assessments (DEA’s) to be carried out and an Energy Performance Certificate (EPC) to be issued as part of the Authority's Empty Homes Process (Lot 1). There will also be a requirement to carry out DEA’s and issue an EPC on tenanted homes where an EPC has expired, or improvement works have been carried out to enhance the EPC rating (Lot 2). After tender Successfully awarded Contractors will be required to work together with North Tyneside Council (the Authority) to drive improvements and support the aims and ambitions of the Contract, further information can be found once you have registered an interest in this opportunity and by downloading the Tender documents and interested Bidders are recommended to read all the Tender Documents prior to submitting a response. Additional information: Award Criteria The full detail's of the award criteria are included in the Tender Documents Contract Duration The initial contract is for twenty four months with an option to extend for up to a further two twelve months after which renewals will be undertaken in accordance with the Authority's contract Standing Orders and at the sole discretion of the Authority. Number of Successful bidders The maximum number of Contractors to be awarded on the Framework were 3 per lot. The Authority is also awarding an additional Ranked position on the Framework to Ranked 4 Supplier after the evaluation process has been fully completed on Lot 2 only. After full compliance checking and evaluation of all the submissions, the Authority noticed a marginal difference in scoring between the Ranked 3 and Ranked 4 Tenderers on Lot 2. The final scores of Ranked 3 and 4 appeared the same when only two figures were shown after the decimal point although the Ranking showed as Rank 3 and Rank 4, the difference in the final score only appears when the price percentage weighting and final score percentage weighting is extended to show four figures after the decimal point. The Authority, therefore deemed it was only fair to include Ranked 4 on the Framework, the Framework Operation will remain as stated in the Authority Requirements, however, with one additional Framework Supplier on Lot 2 only Accessing Tender documents Interested bidders must access the Tender documents for further information, which are available to download immediately in the NEPO Portal after registering an interest via the link below.
