"description": "The General Construction Works Framework has been let on a 3 (three) year term with options to extend for a further 4 (four) years in 12 (twelve) month increments, resulting in a maximum framework term of seven (7) years. \nThe purpose of the Framework is to provide multiple competent and proven Suppliers under a framework agreement who can provide a wide range of construction works including working on underground / sub-stations and near the operational railway. \nAs a general guide, construction works cover almost any work that is done to a permanent or temporary building or structure, civil engineering work or new asset installation works. The following works are anticipated delivered through the framework, including but is not limited to:\n•\tGas, Electrical and other associated Utility works\n•\tMechanical Works\n•\tGeneral Construction Works, including small scale demolition activities.\n•\tHigh / Low Voltage Works\n•\tCivils Works. Excavation, Backfill and reinstatement activities.\n•\tCIS / Comms / Public address systems.\n•\tHVAC\n•\tSignage, shelters and other associated station infrastructure activities.\n•\tVegetation / Landscaping\n•\tUnderground Station / Sub-Surface Fire Requirements\nMEL have split the lots by value into three lots and restricted Lot 1 to SMEs only.\nThe Lots are:\n•\tLot 1 - £100,000 - £1.5 Million\n•\tLot 2 - £1.2 Million - £3 Million\n•\tLot 3 - Over £2.5 Million \nThe overall objectives of the framework are: \n•\tEnhance safety standards on all construction projects undertaken;\n•\tProvide sustainability and environmental responsibility;\n•\tDeliver best value across all stages of delivery;\n•\tIncreased Client and Customer satisfaction;\n•\tQuality Assurance and compliance to MEL and Network Rail Standards;\n•\tEffective risk management;\n•\tRegulatory compliance;\n•\tPromote innovation and technology integration;\n•\tCommunity engagement;\n•\tEnsure the supplier competencies are maintained throughout the lifecycle of the Framework;\n•\tProvide an efficient means of engaging the supply chain to ensure projects have minimal procurement delays and enables delivery on time;\n•\tContract with multiple Suppliers who can meet the requirements as set out in the relevant Lots to drive best value through competition; and \n•\tSuppliers have already been vetted and therefore the process of tendering or direct awarding construction works is more efficient with assurance of suitability and compliance.\nThe new framework allows for direct award options (up to current and future threshold values), quotes and mini competitions. \nThe framework will be let as a zero-value contract, allowing for a large range of works to be covered under this contract to promote best value.",

"description": "The General Construction Works Framework has been let on a 3 (three) year term with options to extend for a further 4 (four) years in 12 (twelve) month increments, resulting in a maximum framework term of seven (7) years. \nThe purpose of the Framework is to provide multiple competent and proven Suppliers under a framework agreement who can provide a wide range of construction works including working on underground / sub-stations and near the operational railway. \nAs a general guide, construction works cover almost any work that is done to a permanent or temporary building or structure, civil engineering work or new asset installation works. The following works are anticipated delivered through the framework, including but is not limited to:\n•\tGas, Electrical and other associated Utility works\n•\tMechanical Works\n•\tGeneral Construction Works, including small scale demolition activities.\n•\tHigh / Low Voltage Works\n•\tCivils Works. Excavation, Backfill and reinstatement activities.\n•\tCIS / Comms / Public address systems.\n•\tHVAC\n•\tSignage, shelters and other associated station infrastructure activities.\n•\tVegetation / Landscaping\n•\tUnderground Station / Sub-Surface Fire Requirements\nMEL have split the lots by value into three lots and restricted Lot 1 to SMEs only.\nThe Lots are:\n•\tLot 1 - £100,000 - £1.5 Million\n•\tLot 2 - £1.2 Million - £3 Million\n•\tLot 3 - Over £2.5 Million \nThe overall objectives of the framework are: \n•\tEnhance safety standards on all construction projects undertaken;\n•\tProvide sustainability and environmental responsibility;\n•\tDeliver best value across all stages of delivery;\n•\tIncreased Client and Customer satisfaction;\n•\tQuality Assurance and compliance to MEL and Network Rail Standards;\n•\tEffective risk management;\n•\tRegulatory compliance;\n•\tPromote innovation and technology integration;\n•\tCommunity engagement;\n•\tEnsure the supplier competencies are maintained throughout the lifecycle of the Framework;\n•\tProvide an efficient means of engaging the supply chain to ensure projects have minimal procurement delays and enables delivery on time;\n•\tContract with multiple Suppliers who can meet the requirements as set out in the relevant Lots to drive best value through competition; and \n•\tSuppliers have already been vetted and therefore the process of tendering or direct awarding construction works is more efficient with assurance of suitability and compliance.\nThe new framework allows for direct award options (up to current and future threshold values), quotes and mini competitions. \nThe framework will be let as a zero-value contract, allowing for a large range of works to be covered under this contract to promote best value.",
