Why no open competition: Extreme urgency brought about by events unforeseeable for the contracting authority/entity and in accordance with the strict conditions stated in the directive
Published justification: DfE approved the works in July 2023, works must be complete by March 2024 leaving no time for a formal tender whilst avoiding disruption to teaching and learning during term time as the initial works are fully intrusive and must be completed during the school holidays. Following legal advice, the trust used an approved framework (SBS) to award a call-off contract.
