What is being bought
Published requirement descriptionThe Home Office, working with the National Police Chiefs’ Council Less Lethal Weapons function, is undertaking market engagement regarding the potential future procurement of Conducted Energy Devices (CEDs) and associated equipment, consumables and support services for UK policing.
The potential requirement covers overt and covert CED capability and may include complete CED systems and/or individual component parts. Goods may include CED devices, holders and carriage systems, operational and training cartridges, batteries and other power components, associated software and secure data-management capability, training equipment and other ancillary equipment required to provide an operational CED capability.
Associated services may include maintenance and through-life support, software and firmware support and updates, provision of technical and safety documentation, warranty and replacement support, and assistance with the development of operational procedures, training manuals and user manuals. The potential requirement may also include inert training devices and training cartridges suitable for scenario-based training.
Solutions would be required to be suitable for use within UK policing and capable of delivery to the UK. The Authority is interested in existing, emerging and alternative CED technologies, including solutions suitable for routine overt operational policing and solutions or adaptations supporting discreet carriage and deployment.
Indicative quantity: Historic overt CED demand across forces was 23,322 devices in 2024/25 and 31,628 devices in 2025/26. These figures are provided as an indication of historic demand only and should not be interpreted as a commitment or guaranteed future volume. The RFI does not currently provide a confirmed quantity for any future procurement or for covert CED demand.

- Market engagementin 21 days30 Oct 2026, 23:59 GMTThis market engagement exercise is intended to support the Authority’s understanding of the market and potential solutions available in relation to the future provision of Conducted Energy Devices (CEDs) and associated equipment and services. Suppliers interested in participating should email the Collaborative Procurement inbox, ([email protected]), quoting the Market Engagement Reference, (4399), and “CED” in the subject line and confirming their interest in receiving the Request for Information (RFI). Interested suppliers will initially be issued with a Non-Disclosure Agreement (NDA). The NDA must be completed, signed and returned to the Authority before the RFI will be released. Following receipt of a satisfactorily completed NDA, the Authority will issue the supplier with the RFI. Suppliers wishing to participate in the market engagement exercise must complete and return the RFI in accordance with the instructions provided and by the stated deadline. Any clarification questions relating to the market engagement exercise should be submitted to the Collaborative Procurement inbox, quoting the Market Engagement Reference and “CED”. Suppliers should not approach other individuals within the Authority regarding this exercise. Participation in this market engagement exercise does not constitute participation in any subsequent procurement process and does not commit the Authority to undertake a procurement or award a contract.
