The procurement relates to the appointment of a consultancy to deliver an estate-wide condition survey and a Mechanical and Electrical (MEP) asset register across Aston University's Birmingham campus.

The contract has been awarded following a further competition under the Procure Partnerships Framework (Building Surveying Lot), which was established in accordance with the Public Contracts Regulations 2015 following prior publication.
The framework permits the award of call-off contracts without the need for a separate contract notice, either through direct award or mini-competition. In this case, a mini-competition was undertaken, with multiple framework suppliers invited to tender.
The award of the contract without prior publication of a new contract notice is therefore lawful in accordance with the Public Contracts Regulations 2015, as it constitutes a call-off under an existing compliant framework agreement.
