"description": "The design, delivery, and award of the level 6 degree honours/ graduate diploma known as \"the Professional Qualification in Probation (PQiP)\" in the East Midlands, West Midlands. The qualification is undertaken by all trainee Probation Officers (Learners) employed by the Probation Service across England and Wales. The course is to be delivered via a blended model that is majority distance learning. The Contractor appointed under this lot will work together with the Authority and any Contractors appointed under the remaining lots in the design of a new curriculum framework “Course Design Services”. Thereafter it will deliver learning to subsequent cohorts under the new framework “Course Delivery Services”. Contractors will deliver Course Design Services between July 2022 and February 2023. Contractors will thereafter qualify Learners joining the Probation Service during three Academic Years, with an option to extend to cover those Learners joining in a fourth Academic Year. The intention is that two cohorts will commence learning in each Academic Year. However, the Authority and the Contractor may agree for additional intake/cohorts to start within an Academic Year. There will be a run off period following each cohort to ensure that all Learners within each cohort can qualify, including following the final intake in March 2025 (or March 2026 if contracts are extended) to enable the cohorts to qualify. Additional information: During the lifetime of the contract there may be related work (e.g. specific short term items of academic research; mapping of qualifications; or support to develop curriculum in response to changes in practice or legislation) that the Contractor may have the opportunity to deliver as “Optional Services”.",

"description": "The Authority invites you to take part in this procurement for the design, development, accreditation, delivery, and award of the level 6 degree honours/graduate diploma known as “the Professional Qualification in Probation (PQiP)”. The qualification is undertaken by all trainee Probation Officers (Learners) employed by the Probation Service (PS) across England and Wales. The course is to be delivered via a blended model that is majority distance learning.\nThe services to be provided under this contract are classified as health, social and other services within Schedule 3 of the Public Contracts Regulations (PCR) 2015, therefore the Authority shall conduct this procurement in accordance with the “Light Touch Regime” (LTR). The procurement will therefore be governed by Section 7 of the Public Contracts Regulations 2015. Nothing should be inferred from the fact that a full contract notice has been published or that reference is made to the Open Procedure.\nLots are available to deliver learning within 6 geographical areas, coterminous with the twelve newly formed PS Probation Regions, as further described in the ITT.\nThe intention is that two cohorts will commence learning in each Academic Year. However, the Authority and the Contractor may agree for additional intake/cohorts to start within an Academic Year. Contractors will qualify Learners joining the PS during three Academic Years from March 2023, with an option to extend to cover those learners joining in a fourth academic year in March 2026. There will be a run off period following each cohort to ensure that all Learners within each cohort can qualify, including following the final intake in March 2025 (or March 2026 if contracts are extended) to enable the cohorts to qualify. During the lifetime of the contract there may be related work (e.g. specific short term items of academic research; mapping of qualifications; or support to develop curriculum in response to changes in practice or legislation) that the Contractor may have the opportunity to deliver.",

"description": "Procurement for the design and delivery, and award of the level 6 degree honours/ graduate diploma known as \"the Professional Qualification in Probation (PQiP)\". The qualification is undertaken by all trainee Probation Officers (Learners) employed by the Probation Service across England and Wales. The course is to be delivered via a blended model that is majority distance learning.\nFurther background\nThe Ministry of Justice:\nThe Ministry of Justice is a major government department, at the heart of the justice system. We work to protect and advance the principles of justice. Our vision is to deliver a world-class justice system that works for everyone in society.\nThe Probation Service\nThe Probation Service is an agency within MOJ and part of HMPPS (Her Majesty’s Prison and Probation Service)\nWe are responsible for sentence management in both England and Wales, along with Accredited Programmes, Unpaid Work, and Structured Interventions.\nIn Sentence Management our focus is on strengthening the probation practitioner’s relationship with people on probation, using the right key skills, activities and behaviours to achieve the most effective outcomes and enable offenders to make positive changes to their lives. This includes more consistent management and delivery of sentence plans, better assessment and management of risk and more balanced caseloads and an improved case allocation process to support this.\nThe Professional qualification in Probation\nThe Professional Qualification in Probation (PQiP) is the mandatory training route for all Probation Officers that are employed by the Probation Service (which forms part of Her Majesty's Prison and Probation Service) across England and Wales. The PQiP as delivered currently (pursuant to the Community Justice Learning (CJL) Matrix – available as an annex for prospective bidders on release of the ITT) is a blend of:\n•\tacademic modules at Level 6 (and any required academic modules at Level 5 (as applicable)) to be delivered by the Contractor,\n•\ta Vocational Qualification at Level 5 delivered by the Authority;\n•\tand In- business Learning delivered by the Authority.\nWork has commenced to review the PQiP within the Probation Service and potential bidders will be able to access the initial PQiP Review Recommendations as an annex when the contract notice is published. Any reforms to the Professional Qualification in Probation will still result in academic modules being delivered at Level 6. We anticipate that there will be large elements of the training scheme that will continue to be delivered by the Authority as trainees learn “on the job”. It is the academic qualification at Level 6 (and any foundation/access modules which currently includes Level 4 and 5) that we will be contracting for via this opportunity.\nAny correspondence relating to this competition must be directed through the department’s e-sourcing platform Jaggaer.",

"description": "The MOJ will include an ability to extend the contract at its sole discretion. \nContractors will qualify Learners joining the Probation Service during 3 Academic Years, with an option to extend to cover those Learners joining in a fourth Academic Year as follows:\n(a)\tYear 1 – March 2023 – February 2024\n(b)\tYear 2 – March 2024 – February 2025\n(c)\tYear 3 – March 2025 – February 2026\n(d)\t(At the Authority’s option) Year 4 – March 2026 – February 2027. \n1.2\tThe intention will be that there will be 2 Cohorts that commence learning in each Academic Year. However, the Authority and the Contractor may agree for additional intake/Cohorts to start within an Academic Year. \n1.3\tThe Contractor will be expected to provide academic teaching to each Learner within each Cohort to enable each Learner to qualify. The Contractor should therefore note the requirement to provide a run off period to ensure all Learners within each Cohort can so qualify. As such given the intended duration of the Academic Courses (including the duration of the Academic Course for Part Time Learners), it is anticipated that the Contract will be in operation for a period of 6 years with a potential to require an additional 1 year extension. \nThe Authority is using its electronic procurement portal, for this procurement. Documents are available only in electronic form, located at https://ministryofjusticecommercial.bravosolution.co.uk (the \"eSourcing tool”). To gain access to the sourcing event on Jaggaer, Bidders must register the names of all contacts requiring access to the sourcing event. The Authority will only communicate with Bidders via the eSourcing tool.",
