- Change The modification incorporates Tower Hamlets Community Health Services (CHS) provided by East London NHS Foundation Trust (ELFT) into the existing Newham Community Health Services contract, also delivered by ELFT, for a period of 18 months. The modification supports the continued and integrated delivery of community health services under the existing contractual arrangement. The original lifetime contract value was £210,470,940 excluding VAT. Following all modifications, the revised lifetime contract value is £246,958,548 excluding VAT, representing a cumulative increase of approximately 17.34% against the original contract value. The modification does not change the overall duration of the existing contract. The modification relates to the period of 1st October 2026-31st March 2028., Need for additional works, services or supplies by the original contractor/concessionaire: East London NHS Foundation Trust (ELFT) is the existing provider of the Newham Community Health Services contract and also provides the Tower Hamlets Community Health Services being incorporated into the contract. Changing provider would require separate mobilisation, contractual and operational arrangements and could result in duplication of costs, disruption to established clinical pathways and service integration, and risks to continuity of care. Incorporating the Tower Hamlets services into ELFT's existing contract therefore supports continuity and integrated service delivery while avoiding unnecessary duplication and mobilisation costs.
