Competition analysis · published record, not a forecast of who will bid
Planting and maintenance services of green areas (CPV 7731) in North West England, and who usually turns up
Colne Town Council has too little published record in this market to describe on its own. Published market evidence for the same work stands beside whatever it has. Frameworks and DPS are kept out: they attract a different number of bids. Whole-market view: Planting and maintenance services of green areas (CPV 7731) →
How the contest usually goes
Winner shares use published awards; bid and price charts use contested lots.
i
How often small and medium firms win.
Share of awards where the winner’s size is known.
The counts under this question show how many awards have a known supplier size.
Across this market, small firms won 78% of awards with a known supplier size.
i
How often local firms win similar work.
Winners with a registered address in the delivery region, out of awards with a known address.
Here, local means registered in North West England.
A local branch does not count if the registered address is elsewhere.
Across this market, 23% of winners were registered in the delivery region.
i
How long buyers here take to decide after bids close.
Middle value in days from the deadline to the first award notice, on competitions that published both dates.
Only decided tenders count, so slow ones still waiting are not in.
Half of these awards were announced within 24 days of the bid deadline.
i
How often work is awarded with no recorded rival.
Direct awards and tenders where every published lot count shows one bid.
The market share is a minimum: some awards have no bid count.
Thin markets produce this too; it is not proof of a tailored specification.
Across this market, at least 25% of awarded procurements had no recorded rival.

About this data
- Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
- Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
- Forecasts are labelled. The price forecast and its range, possible competitors and the match score are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
- Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.

IT IS PROPOSED THAT THE SUCCESSFUL TENDERER WILL BE ADVISED BY 11th December 2026 SCHEDULED START DATE for the Contract is 1st January 2027. Please note that, within the tender document, there is a compliance section that must be met in order for the tender evaluation to proceed. The closing time and date for receipt of these tenders are fixed and are non-negotiable. It is your responsibility to ensure that any tenders submitted are received by us in time. In considering the tender, contained within the document is our proposed marking matrix, noting that with all of these areas, should a clear winner of the tender not emerge, we will be applying some additional internal weighting, and this is entirely at the discretion of Colne Town Council (CTC) whether applied or not. We aim to inform the successful tenderer by 11th December , with the option to have an implementation meeting in the week commencing Monday, 14th December 2026. Applicants should note that CTC standard terms and conditions as per Appendix TC1, will apply subject to any agreed amendments between the parties. All costs involved in your tender preparation are for your own account and in deciding to submit any Tenders for our consideration, you hereby accept that CTC cannot be held liable for any costs so incurred by you in connection with the preparation of this tender. CTC may accompany a tenderer on a second site visit(s) if this is required. However, the information is contained within the appendices that should enable this Tender submission to be carried out. Should any clarification be required, you are more than welcome to contact me after Monday 12th October either by email, phone or in person (by appointment); I will do my best to clarify any issues you are not clear on. If in doing so, this reveals a significant issue not covered in the original tender documentation, I would then seek to advise all tenderers of such an issue, to ensure fairness of the process. As part of this process you should accompany your tender submission with two written references from your existing customers as to your professional competence, reliability and suitability to carry out these proposed works. Failure to provide references will automatically disqualify you from the tender process. Finally, in closing, thank you in advance for taking the time to consider this tender, and I look forward to receiving your submission. I would be grateful if you could confirm receipt of this tender and advise if you are intending on submitting a response. Yours faithfully Gina Langley Town Clerk Colne Town Council
