Published requirement descriptionCollection, treatment and recycling of mechanical street sweepings waste that has been collected by the 5 Suffolk Waste Collection Authorities (WCAs) and delivered to their depots.The collection and haulage of this waste is to be arranged by the contractor other than where the treatment point is within a reasonable distance of the WCA depot (Any decisions to deliver directly would be at the discretion of the Suffolk Waste Partnership).Treatment means the mechanical and/or biological treatment of the waste to produce materials that can be recycled or recovered.All recycling of this waste must meet Environment Agency definitions for recycling. Landfill daily cover (below the engineered cap) or landfill as Inert material will not be accepted.

Suffolk County Council incorporates a minimum 10 calendar day standstill period from the point at which information on the award of contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. If an appeal regarding the award of contract has not been successfully resolved: The Public Contracts Regulations 2015 as amended provide for aggrieved parties who have been harmed or at risk of harm by a breach of the rules, to take action in the High Court (England, Wales and Northern Ireland) Any such action must be brought promptly.
Publisher note: If the Contracting Authority identifies that the scope of this procurement falls within a business sector which may be attractive to infiltration by organised crime groups, the Contracting Authority reserves the right to include enhanced probity checks/requirements at the award stages of the procurement.
