Coflein: Next Generation Heritage Platform
Authority: Royal Commission on the Ancient and Historical Monuments of Wales (Central government)
What is being bought
Published requirement descriptionPreliminary Market Engagement for the redevelopment of the National Monuments Record of Wales online discovery service.
The Royal Commission on the Ancient and Historical Monuments of Wales (RCAHMW) is seeking to raise market awareness of a potential future procurement opportunity relating to the redevelopment of Coflein, the online catalogue of the National Monuments Record of Wales (NMRW).
Coflein provides public access to information on more than 120,000 archaeological sites, monuments, historic buildings and maritime sites across Wales, alongside archive catalogue records and a substantial collection of digital resources including photographs, drawings, reports, video and 3D content. The service supports researchers, heritage professionals, educators, students, decision-makers and the wider public in accessing information about the historic environment of Wales.
Subject to the successful securing of capital funding and the completion of business case development, RCAHMW is considering a significant redevelopment of the Coflein platform. The intention is to move beyond a simple website refresh and deliver a modern, sustainable and scalable platform capable of supporting future enhancement and growth.
At this stage, the anticipated project scope may include:
renewal of the underlying platform architecture;
a redesigned bilingual user experience in Welsh and English;
improved accessibility in line with WCAG 2.2 standards;
enhanced search and discovery capabilities;
improved integration between site records, archive catalogue records and digital assets;
support for rich media including images, video and 3D content;
enhanced geospatial and mapping functionality;
greater flexibility in the presentation and management of content; and
provision for future development and enhancement of the service.
RCAHMW is currently developing the detailed requirements and procurement strategy. A formal procurement opportunity is anticipated to be advertised following completion of this preparatory work.
This notice is intended to provide the market with early visibility of the proposed opportunity and to assist suppliers in forward planning. The Commission would particularly welcome expressions of interest from organisations with experience in areas such as:
digital heritage platforms;
archive and collections management;
public sector digital services;
geospatial systems and GIS integration;
bilingual digital services;
accessibility-led design; and
large-scale search and discovery platforms.
This notice does not constitute a call for competition, invitation to tender or commitment by RCAHMW to commence a procurement process. Any future procurement will be subject to funding approval, governance requirements and the publication of appropriate procurement documentation.

How the contest usually goes
Winner shares use published awards; bid and price charts use contested lots.
i
How often small and medium firms win.
Share of awards where the winner’s size is known.
The counts under this question show how many awards have a known supplier size.
Across this market, small firms won 37% of awards with a known supplier size.
i
How often local firms win similar work.
Winners with a registered address in the delivery region, out of awards with a known address.
Local means the winner is registered in the region where that award was delivered.
A local branch does not count if the registered address is elsewhere.
Across this market, 36% of winners were registered in the delivery region.
i
How long buyers here take to decide after bids close.
Middle value in days from the bid deadline to the award date, on competitions that published both.
Only decided tenders count, so slow ones still waiting are not in.
Half of these awards have an award date within 50 days of the bid deadline.
i
How often work is awarded with no recorded rival.
Direct awards and tenders where every published lot count shows one bid.
The market share is a minimum: some awards have no bid count.
Thin markets produce this too; it is not proof of a tailored specification.
Across this market, at least 63% of awarded procurements had no recorded rival.

About this data
- Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
- Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
- Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
- Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
