What is being bought

Multiply is the Government’s new programme with the aim to increase numeracy skills for adults aged 19 and over. The programme is delivered as part of the UK Shared Prosperity Fund and is managed by the Department for Education (DfE). Multiply in Essex will provide funding to develop new bespoke courses that support key aspects of Multiply delivery that will be rolled out through local skills training providers and into the community, involving local schools, businesses and voluntary and community organisations in the delivery of new pathways into learning. These programmes will lead to attainment of a qualification, but non-qualification provision will also be offered where this is more appropriate to help address the needs of residents of Essex, and in alignment with the national aims for Multiply. The purpose of this tender is to create a supply chain of organisations to deliver adult numeracy education/training programme across the whole of Essex. ECC is looking to award funding to organisations that can demonstrate the most effective way in which the money will be used and has the greatest impact on learners.

Comparable-procurement analytics

Benchmarked against retained Find a Tender procedures with CPV division 80. The category anchor is Education and training services (80000000); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.

“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.

Price-outcome signal

Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.

"description": "The purpose of this competition for Lot 4 “Full qualifications” is to invite bids to create and deliver new intensive and flexible Maths Functional Skills Qualification courses targeted at adults 19+ who have not previously attained a GCSE Grade 4/C or Level 2 maths qualification.\nIn line with the Department for Education definition, Functional Skills qualifications should enable the learner to develop confidence in using mathematics and provide a foundation for progression into employment or further technical education and develop skills for everyday life, where the skills gained can be applied to solve mathematical problems. The purpose of Level 1 and Level 2 Functional Skills Mathematics qualifications is to demonstrate a sound grasp of mathematical skills at the appropriate level and the ability to apply mathematical thinking effectively to solve problems successfully in the workplace and in other real-life situations.\nExperience shows that skills providers in general commit 100% of their adult education budget in the Autumn term or risk reductions in subsequent years. ECC will encourage successful bidders to link with other Multiply providers from other Lots over time to encourage bite size learners from other Lots to progress to full qualifications throughout the year, particularly outside of the Autumn term.\nMultiply in Essex is keen to fund additional Maths Functional Skills Qualifications at NVQ 1 and NVQ 2 under this Lot. This aims to help adults to progress in learning and employment.\nConsideration would be given to funding additional Maths Functional Skills Qualifications at Entry Levels 1, 2 and 3, although bidders would need to provide sufficient evidence to demonstrate how these courses would generate exceptional impact and align with Multiply outcomes.\nFunctional Skills Qualifications should be accredited by a recognised national awarding body. To avoid duplication with Adult Education Budget (AEB) funding qualifications, these should begin throughout the academic year, rather than at the standard September start.\nExpected duration of training courses is up to 55 guided learning hours.\nLearners will be expected to sit an examination at the end of the course to quantify their learning and provide them with certification as proof of their new skills.\nExaminations should be administered and certification awarded by a recognised, independent, national awarding body; the cost of which should be covered by the grant funding applied for.\nExaminations can be conducted via in person or remote (online) invigilation. Accessibility considerations need to be made as appropriate for learners.\nThis Lot will fund only one Maths Functional Skills Qualification per learner at each qualification level. Grant funding will not cover resits for failed exams; any resit taken would need to be funded by alternative means.\nLearners will not be permitted to be enrolled if they are already enrolled in another Maths Functional Skills Qualification course, whether funded through Multiply or not.\nOnly substantive learning will be accepted for this tender and will be recorded in the Individualised Learner Record (ILR). Substantive learning (formal or informal) is learning being delivered in two or more hours.\nDepartment for Education (DfE) has confirmed that Multiply training / learning will not be subject to Ofsted inspections in Year 2 (2023-2024).\nOutreach activities (a.k.a. non-substantive learning) should not be recorded in the ILR. Instead, contact details (name, address, email, phone number & date of birth) should be collected from those engaged to enable follow up and marketing at a later date.\nPotential learners that are not ready for Maths Functional Skills Qualifications should be referred to bite-size Multiply provision under other Lots.\nWhere required, ECC will initially facilitate the introduction between multiply providers to discuss options as described in 3.3 and 3.16. Information about other Multiply providers and partners will be provided to successful bidders by ECC.\nECC require the providers’ written confirmation that their organisation has obtained personal data and image sharing consent from learners taking part in associated Multiply in Essex courses, before sharing that learner personal data and/ or images with ECC. Providers will obtain consent by means of their choice (paper or digital format) however this should mention that this information will be shared with ECC.\nBidders should ensure that learners receive appropriate support during their course, including Careers Education, Information, Advice and Guidance (CEIAG).\nBidders are expected to have staffing and a delivery base in Essex or alternative local facilities to target and deliver provision to the businesses and residents of Essex. Online provision is an accepted method of delivery however, this must be part of a blended digital offer including virtual classroom, access to a tutor, learning and additional support.\nLearners supported by this funding must reside or work in Essex (i.e. the area defined as political Essex and not including Southend-on-Sea or Thurrock).\nWe particularly welcome provision targeting key levelling up areas captured in the Levelling Up Essex White Paper: Basildon (Housing Estates); Rural Braintree; Harlow; Tendring: Canvey Island; Colchester (Housing Estates).\nGrant Agreements shall not exceed 12 months.\nService Providers should act in accordance with the Southend Essex and Thurrock (SET) Safeguarding Adults Guidelines. This details the process of how to report incidents and safeguard vulnerable adults. Service Providers should also be aware of and implement procedures around reporting domestic abuse, honour-based abuse, forced marriage and other forms of hidden harm. Service Providers must have their own safeguarding policy which should be kept updated.\nThe maximum cost per learner for this requirement (Lot 4) is £17.50 per guided learning hour.\nBidders may bid above a minimum value of £10,000 and up to a maximum of £100,000 in this mini competition.\nMinimum number of learners for this mini competition is 11.",

"description": "The purpose of this competition for Lot 3 “Helping people to manage their money and build confidence with maths” is to invite bids to create and deliver training provision for Essex residents who want to increase their numeracy skills in order to improve their ability to deal with everyday life challenges. These could include, but are not limited to, household budgeting, debt management, shopping and price comparison, food preparation, driving and travelling, DIY and home decorating, etc.\nThe provision could be offered as stand-alone modules or bolted on to existing (vocational) courses or support.\nEligible target learners are adults 19+ who have not previously attained a GCSE Grade 4/C or higher maths qualification.\nWe would be interested in opportunities that are developed in partnership with community organisations and other partners and aimed at engaging hardest-to-reach groups, e.g. unemployed or economically inactive people, people on low incomes, care leavers, people who are in or have recently been released from prison.\nExpected duration of training courses is between 6 to 10 guided learning hours.\nOnly substantive learning will be accepted for this tender and will be recorded in the Individualised Learner Record (ILR). Instead, contact details (name, address, email, phone number & date of birth) should be collected from those engaged to enable follow up and marketing at a later date.\nBidders are expected to have staffing and a delivery base in Essex or alternative local facilities to target and deliver provision to the businesses and residents of Essex. Service Providers must have their own safeguarding policy which should be kept updated.\nThe maximum cost per learner for this requirement (Lot 3) is £35 per guided learning hour.\nBidders may bid above a minimum value of £10,000 and up to a maximum of £100,000 in this mini competition.\nMinimum number of learners for this mini competition is 29.",

"description": "The purpose of this competition for Lot 2 “Family Learning - supporting parents with children’s schoolwork” is to invite bids to create and deliver training provision for parents wanting to increase their numeracy skills in order to help their children with schoolwork, and also help with their own progression. Working in schools, nurseries and community settings, we would like to enhance and scale up the family learning offer in Essex, whilst providing opportunities for parents to learn some valuable skills for life too.\nEligible target learners are parents and carers 19+ who have not previously attained a GCSE Grade 4/C or higher maths qualification and would like to enhance their knowledge. Learners will also have the opportunity to specifically learn how to support their child’s/children’s learning in the broader subject area of Maths.\nIt is the intention that the provision will be delivered in locations that are convenient and easily accessible for learners, such as schools, nurseries and community settings. Bidders will ensure that this is a safe and appropriate learning environment.\nLearning sessions will enable skills sharing through creative intergenerational interactions and reflective learning and encourage increased understanding between individuals of different age groups.\nThe learning experience will be further beneficial to parents and carers who will be able to acquire valuable life skills and improve their ability to deal with everyday life challenges such as household budgeting, debt management, shopping and price comparison, food preparation, etc.\nExpected duration of training courses is between 6 to 10 guided learning hours.\nSubstantive learning (formal or informal) is learning being delivered in two or more hours. Only substantive learning will be accepted for this tender and will be recorded in the Individualised Learner Record (ILR).\nDepartment for Education (DfE) has confirmed that Multiply training / learning will not be subject to Ofsted inspections in Year 2 (2023-2024).\nOutreach activities (a.k.a. non-substantive learning) should not be recorded in the ILR. Instead, contact details (name, address, email, phone number & date of birth) should be collected from those engaged to enable follow up and marketing at a later date.\n3.11.\tBidders should ensure that learners receive appropriate support during their course, including Careers Education, Information, Advice and Guidance (CEIAG).\nBidders are expected to have staffing and a delivery base in Essex or alternative local facilities to target and deliver provision to the businesses and residents of Essex. Service Providers must have their own safeguarding policy which should be kept updated.\nThe maximum cost per learner for this requirement (Lot 2) is £35 per guided learning hour.\nBidders may bid above a minimum value of £10,000 and up to a maximum of £100,000 in this mini competition.\nThe minimum number of learners for this mini competition is 29.",

"description": "The purpose of this competition for Lot 3 “Helping people to manage their money and build confidence with maths” is to invite bids to create and deliver training provision for Essex residents who want to increase their numeracy skills in order to improve their ability to deal with everyday life challenges. These could include, but are not limited to, household budgeting, debt management, shopping and price comparison, food preparation, driving and travelling, DIY and home decorating, etc.\nThe provision could be offered as stand-alone modules or bolted on to existing (vocational) courses or support.\nEligible target learners are adults 19+ who have not previously attained a GCSE Grade 4/C or higher maths qualification.\nWe would be interested in opportunities that are developed in partnership with community organisations and other partners in Essex and aimed at engaging hardest-to-reach groups, e.g. unemployed or economically inactive people, people on low incomes, care leavers, people who are in or have recently been released from prison.\nExpected duration of training courses is between 6 to 10 guided learning hours.\nSubstantive learning (formal or informal) is defined as learning being delivered in two or more hours. All substantive learning will be recorded in the Individualised Learner Record (ILR) monthly. Suppliers will need to submit the ILR directly to the Department for Education via IDAMS. Where a supplier is unable to use IDAMS, it should submit via the ILR input tool. Suppliers will need to provide ECC with a copy of the ILR using an ECC template.\nDepartment for Education (DfE) has confirmed that Multiply training / learning will not be subject to Ofsted inspections in Year 2 (2023-2024).\nOutreach activities (a.k.a. non-substantive learning) should not be recorded in the ILR. Instead, the full name, postcode and date of birth should be recorded on a separate return to ECC monthly, which will then be shared by ECC with the Department for Education. It is entirely appropriate for suppliers to collect more information from adults involved in outreach activities to enable them to follow up and market Multiply to those engaged.\nProposed provision under this mini competition must be unique and not a continuation of previously funded programmes that have been awarded under this Dynamic Purchasing System (DPS). If a proposal is found to be an extension of previous funding, ECC reserves the right to reject the proposal.\nBidders are expected to have staffing and a delivery base in Essex or alternative local facilities to target and deliver provision to the businesses and residents of Essex.

If a proposal is found to be an extension of previous funding, ECC reserves the right to reject the proposal.",

Provision should enhance and scale up the family learning offer in Essex, whilst providing opportunities for parents to learn some valuable skills for life too.\nProposed curriculums for this provision should directly link to the current Mathematics curriculum as part of the National Curriculum for pupils in Key Stage 1 and/or Key Stage 2.\nEligible target learners are parents and carers 19+ who have not previously attained a GCSE Grade 4/C or higher maths qualification and would like to enhance their knowledge. Learners will also have the opportunity to specifically learn how to support their child’s/children’s learning in the broader subject area of Maths.\nIt is the intention that the provision will be delivered in locations that are convenient and easily accessible for learners, such as schools, nurseries and community settings. Bidders will ensure that this is a safe and appropriate learning environment.\nLearning sessions will enable skills sharing through creative intergenerational interactions and reflective learning and encourage increased understanding between individuals of different age groups.\nAligned to family learning, the offer should also help to build confidence and provide appropriate careers education, information, advice and guidance to enable parents and carers to kickstart their own adult learning.\nExpected duration of training courses is between 6 to 10 guided learning hours.\nBidders are expected to have staffing and a delivery base in Essex or alternative local facilities to target and deliver provision to the businesses and residents of Essex. Online provision is an accepted method of delivery however, this must be part of a blended digital offer including virtual classroom, access to a tutor, learning and additional support.\nLearners supported by this funding must reside or work in Essex (i.e. the area defined as political Essex and not including Southend-on-Sea or Thurrock).\nWe particularly welcome provision targeting key levelling up areas captured in the Levelling Up Essex White Paper: Basildon (Housing Estates); Rural Braintree; Harlow; Tendring: Canvey Island; Colchester (Housing Estates).\nGrant Agreements shall not exceed 12 months.\nThe maximum cost per learner for this requirement (Lot 2) is £35 per guided learning hour.\nBidders may bid above a minimum value of £10,000 and up to a maximum of £100,000 in this mini competition.\nThe minimum number of learners for this mini competition is 29.",

"description": "The purpose of this competition under Lot 1 “Businesses and supporting people into work” is to invite bids to create and deliver a training provision that will enable people in employment and job seekers to improve their numeracy skills for work.\nBidders are expected to work together with businesses to identify specific numeracy skills required in the workplace. More specifically, bidders are expected to:\na)\twork with businesses to develop and deliver training courses that are bespoke to the sector the business operates in, or the business itself.\nb)\tdevelop courses aimed at people who cannot apply for certain jobs because of lack of numeracy skills and / or to encourage people to upskill in numeracy in order to access a certain job/ career.\nc)\tDevelop additional relevant maths modules embedded into other vocational courses.\nEligible target learners are adults 19+ who have not previously attained a GCSE Grade 4/C or higher maths qualification. They can either be working towards a maths GCSE or Functional Skills Qualification or need specific numeracy skills for their work or progression.\nExpected duration of training courses is between 6 to 10 guided learning hours.\nSubstantive learning (formal or informal) is defined as learning being delivered in two or more hours. If a proposal is found to be an extension of previous funding, ECC reserves the right to reject the proposal.\n3.11.\tBidders should ensure that learners receive appropriate support during their course, including Careers Education, Information, Advice and Guidance (CEIAG).\nBidders may deliver generic work-focused numeracy provision that enables employees to be more productive at work or to enhance their employability, for example developing costings and quotations for jobs, budgeting and estimates, cashing up, making financial transactions, working time keeping, journey planning, measurements etc.\nBidders may also deliver sector-based numeracy skills training for individuals in employment or looking for work or to move into a different sector that offers significant employment opportunities. As per 3.2, this will also involve training delivery to employees and people looking for work. This will be targeted towards particular industries or sectors. We particularly welcome sectoral approaches attractive to businesses, especially in five key sectors of growth defined in our sector development strategy, i.e. Construction; Clean Energy; Advanced Manufacturing & Engineering; Digital and Life Sciences. We would welcome focus on other sectors with which bidders have a strong track record, and where proposals are evidenced-based, such as Retail, Health & Social Care, etc.\nThe provision would be most advantageous if it has practical applications in the workplace.\nBidders should dedicate sufficient resources to ensure that provision for businesses satisfies business needs in line with Multiply requirements.\nIt is required that the bidders raise any concerns about working with individual businesses with ECC at the earliest opportunity throughout the contract.\nWhere provision is delivered in the workplace, bidders will ensure that this is a safe and appropriate learning environment.\nBidders are expected to have staffing and a delivery base in Essex or alternative local facilities to target and deliver provision to the businesses and residents of Essex. Online provision is an accepted method of delivery however, this must be part of a blended digital offer including virtual classroom, access to a tutor, learning and additional support.\nLearners supported by this funding must reside or work in Essex (i.e., the area defined as political Essex and not including Southend-on-Sea or Thurrock).\nEmployer engagement should be targeted to businesses operating in Essex.\nWe particularly welcome provision targeting key levelling up areas captured in the Levelling Up Essex White Paper: Basildon (House Estates), Rural Braintree, Harlow, Tendring: Canvey Island and Colchester (Housing Estates).\nGrant Agreements shall not exceed 12 months.\nThe maximum cost per learner for this requirement (Lot 1) is £35 per guided learning hour.",

To avoid duplication with Adult Education Budget (AEB) funding qualifications, these should begin throughout the academic year, rather than at the standard September start.\nExpected duration of training courses is up to 55 guided learning hours.\nLearners will be expected to sit a recognised examination at the end of the course to quantify their learning and provide them with certification as proof of their new skills.",

To avoid duplication with Adult Education Budget (AEB) funding qualifications, these should begin throughout the academic year, rather than at the standard September start.\nExpected duration of training courses is up to 55 guided learning hours.\nLearners will be expected to sit a recognised examination at the end of the course to quantify their learning and provide them with certification as proof of their new skills.\nThis Lot will fund only one Maths Functional Skills Qualification per learner at each qualification level. Substantive learning (formal or informal) is learning being delivered in two or more hours.\nDepartment for Education (DfE) has confirmed that Multiply training / learning will not be subject to Ofsted inspections.\nOutreach activities (a.k.a. non-substantive learning) should not be recorded in the ILR. Instead, contact details (name, address, email, phone number & date of birth) should be collected from those engaged to enable follow up and marketing at a later date.\nPotential learners that are not ready for Maths Functional Skills Qualifications should be referred to bite-size Multiply provision under other Lots.\nGrant Agreements shall not exceed 12 months.\nService Providers should act in accordance with the Southend Essex and Thurrock (SET) Safeguarding Adults Guidelines. This details the process of how to report incidents and safeguard vulnerable adults. Service Providers should also be aware of and implement procedures around reporting domestic abuse, honour-based abuse, forced marriage and other forms of hidden harm. Service Providers must have their own safeguarding policy which should be kept updated.\nThe maximum cost per learner for this requirement (Lot 4) is £17.50 per guided learning hour, if the proposal is found to exceed the maximum cost per learner, ECC reserves the right to reject the proposal.\nBidders may bid above a minimum value of £10,000 and up to a maximum of £100,000 in this mini competition, if the bid does not fall within this range, ECC reserves the right to reject the proposal.",

Service Providers must have their own safeguarding policy which should be kept updated.\nThe maximum cost per learner for this requirement (Lot 3) is £35 per guided learning hour, if the proposal is found to exceed the maximum cost per learner, ECC reserves the right to reject the proposal.\nBidders may bid above a minimum value of £10,000 and up to a maximum of £100,000 in this mini competition, if the bid does not fall within this range, ECC reserves the right to reject the proposal.\nMinimum number of learners for this mini competition is 29.\nAll learners must be unique learners and therefore proposed provision should not include the ability for learners to undertake multiple courses within the same Lot. This would not prevent learners undertaking courses funded by different Lots.",

"description": "The purpose of this competition for Lot 2 “Family Learning - supporting parents with children’s schoolwork” is to invite bids to create and deliver training provision for parents wanting to increase their numeracy skills in order to help their children with schoolwork, and also help with their own progression. Bidders will ensure that this is a safe and appropriate learning environment.\nLearning sessions will enable skills sharing through creative intergenerational interactions and reflective learning and encourage increased understanding between individuals of different age groups.\nAligned to family learning, the offer should also help to build confidence and provide appropriate careers education, information, advice and guidance to enable parents and carers to kickstart their own adult learning.\nExpected duration of training courses is between 6 to 10 guided learning hours.\nSubstantive learning (formal or informal) is defined as learning being delivered in two or more hours. All substantive learning will be recorded in the Individualised Learner Record (ILR) monthly. Suppliers will need to submit the ILR directly to the Department for Education via IDAMS. Where a supplier is unable to use IDAMS, it should submit via the ILR input tool. Suppliers will need to provide ECC with a copy of the ILR using an ECC template.\nDepartment for Education (DfE) has confirmed that Multiply training / learning will not be subject to Ofsted inspections in Year 2 (2023-2024).\nThe maximum cost per learner for this requirement (Lot 2) is £35 per guided learning hour, if the proposal is found to exceed the maximum cost per learner, ECC reserves the right to reject the proposal.\nBidders may bid above a minimum value of £10,000 and up to a maximum of £100,000 in this mini competition, if the bid does not fall within this range, ECC reserves the right to reject this proposal.\nThe minimum number of learners for this mini competition is 29.\nAll learners must be unique learners and therefore proposed provision should not include the ability for learners to undertake multiple courses within the same Lot. This would not prevent learners undertaking courses funded by different Lots.",

All substantive learning will be recorded in the Individualised Learner Record (ILR) monthly. Suppliers will need to submit the ILR directly to the Department for Education. If suppliers do not receive direct ESFA funding, should submit via the ILR input tool. Suppliers will need to provide ECC with a copy of the ILR using an ECC template.\nDepartment for Education (DfE) has confirmed that Multiply training / learning will not be subject to Ofsted inspections.\nOutreach activities (a.k.a. non-substantive learning) should not be recorded in the ILR. If a proposal is found to be an extension of previous funding, ECC reserves the right to reject the proposal.\nThe maximum cost per learner for this requirement (Lot 1) is £35 per guided learning hour. Please note: if the proposal is found to exceed the maximum cost per learner, ECC reserves the right to reject the proposal.\nBidders may bid above a minimum value of £10,000 and up to a maximum of £100,000 in this mini competition. Please note: if the bid does not fall within this range, ECC reserves the right to reject this proposal.\nMinimum number of learners for this mini competition is 29.\nAll learners must be unique learners and therefore proposed provision should not include the ability for learners to undertake multiple courses within the same Lot. This would not prevent learners undertaking courses funded by different Lots.",

"description": "Multiply is the Government’s new programme with the aim to increase numeracy skills for adults aged 19 and over. The programme is delivered as part of the UK Shared Prosperity Fund and is managed by the Department for Education (DfE).\nMultiply in Essex will provide funding to develop new bespoke courses that support key aspects of Multiply delivery that will be rolled out through local skills training providers and into the community, involving local schools, businesses and voluntary and community organisations in the delivery of new pathways into learning. These programmes will lead to attainment of a qualification, but non-qualification provision will also be offered where this is more appropriate to help address the needs of residents of Essex, and in alignment with the national aims for Multiply.\nThe purpose of this tender is to create a supply chain of organisations to deliver adult numeracy education/training programme across the whole of Essex. ECC is looking to award funding to organisations that can demonstrate the most effective way in which the money will be used and has the greatest impact on learners.",
