Published requirement descriptionThe City of Wolverhampton Council seeks to appoint one or more suitably qualified and experienced RICS Registered Valuers to provide impartial, timely and compliant valuation and negotiation services across the Council's housing portfolio. Services will include valuations for Right to Buy (RTB), commercial lease negotiations and Heads of Terms, property purchases, land disposals, Affordable Rent reviews, and support for Compulsory Purchase (CPO) processes, ensuring compliance with RICS Valuation - Global Standards (Red Book), UK jurisdictional supplements, and the Council's public law duties including Local Government Act 1972 s123 (best consideration reasonably obtainable) and relevant Government guidance

The purpose of this Preliminary Market Engagement (PME) is to gather input from potential suppliers to understand the types of solutions, service delivery models, and capabilities available in the market to support City Housing Valuation Services, including the range of functionality, capacity, and innovation that suppliers can offer.
The PME will provide an opportunity for Wolverhampton City Council (WCC) to obtain an insight into how potential suppliers might approach the delivery of this service and gain an understanding into the likely level of interest from the market.
Potential suppliers will not be prejudiced by any response or failure to respond to the PME and potential suppliers that participate will not be put at an unfair advantage. Potential suppliers must also note that a response to this notice does not guarantee an invitation to participate in any future procurement that WCC may conduct. Any procurement exercise will be carried out strictly in accordance with the Procurement Act 2023
