        "description": "Local consultation has identified that there is a need for a skatepark facility in Chipping Norton.\nThe Community and local young people have teamed up with the Council to raise funds towards a new concrete skatepark that will be designed with local young people in consultation with the successful Applicant of this Tender. \nThe proposed location is the New Street Recreation Ground, off the A44.  This is a grass field area, located next to the children's play park.  This may require directing the existing footpath (to the South) and moving some items of play equipment, to make the best use of this potential space.\nThe design should include a planting scheme to ensure that the skatepark is visually in keeping with the area. \nThe outcome of this Tender will be to identify and select a single Contractor to take the Project forward from consultation to a final design and a completed installed concrete skatepark, to suit the needs of the local young people whilst taking into account a range of ages, abilities and wheels, e.g. scooters, skateboards and BMX, and also taking account of the site constraints.\nThis Tender aims to select a Contractor based upon examples of previous work, financial viability, Health & Safety procedures, skills, experience of working with Councils and Community Groups, and expertise to delivering a fully funded project from start to finish within budget.\nThe Applicant is required to provide value for money, use local suppliers where possible, deliver added value, cause minimum disturbance to the community whilst delivering a durable, well designed concrete skatepark built to a high quality that suits the needs of the local young people and adheres to the Authority's requirements.\nThe Applicant must include a breakdown of costs for the Project proposal, including;\n•\tConsultation sessions with local young people\n•\tCreation of 3D visuals\n•\tTopographical survey\n•\tServices searches\n•\tSupport with obtaining Planning Permission (cost of application and any surveys requested will be covered by the Council)\n•\tProject management - H&S and CDM compliance\n•\tProvision of JCT Minor Works 2016 with Contractors Design documentation\n•\tCreation of detailed design engineering drawings\n•\tPreliminaries\n•\tGroundworks & drainage\n•\tSteelworks\n•\tConcrete\n•\tPlanting\n•\tAncillary items (seating, bins, sign)\n•\tRoSPA Post Installation inspection\n•\tLaunch event\n•\tAny other items (please detail)\n2.2.1\tThe Contractor will be required to run a minimum of two consultation events with local young people on dates to be agreed. \n2.2.2\tIt is planned for the skatepark to be completed and opened by March 2025 subject to Planning Permission being granted and funds being in place.\n2.2.3\tThe Contractor will be required to support the Council with the preparation of documentation for a Planning Application. The Council will submit the application and pay the fees to the Planning Authority.  Any surveys specifically requested by Planning will be paid for by the Council outside of the tender sum.\n2.2.4\tThe Contractor must meet the requirements of the JCT Contract, take account of any planning conditions and demands that the Council includes within the project management process.\n2.2.5\tThe Contractor must not exceed the maximum budget for the project which is\n£    250,000         excluding VAT",
