Published description of the framework
The Open Framework scheme commenced on 1st May 2026 with the initial framework in the scheme and expire after a maximum period of 6 years.
The Council will award a minimum of 2 additional "pre-scheduled frameworks" at 2-year intervals during the term of the open framework scheme. Please note: The Council reserves the right (at their own discretion) to include additional non-pre-scheduled frameworks within the scheme based on ongoing assessments of required capacity, which may also be limited to specific Lots based on the level of need.
Following the establishment of the framework, Providers may use the tendering process for subsequent pre-scheduled frameworks in the framework series to both apply to join the framework or to update their original Quality and/or Price submissions. However, for non-pre-scheduled frameworks, existing providers may only update their Quality response. Any new Price submissions during these periods will not be accepted.
Where an established framework provider chooses not to submit a new Tender the Council will, unless otherwise instructed in writing by the Provider, automatically add them to the next framework in the series based on their previous application.
Referral Process:
Social Care will refer children / young people and families who have requested a commissioned service to the Commissioning Team.
Referrals will be sent to framework providers based on the specific lot requirements and geographical area that best meets the needs of the child/young person and family.
Each referral will be sent out a maximum of three times and providers will have 5 days to respond to each attempt. If there are no successful responses in those three attempts The Council will attempt to source support from the wider market on one further occasion.
Responses from providers and the relevant providers accompanying prospectus will be shared with Social Care who will discuss the offers with the child / young person and their family. The child/young person and family will then make a decision based on the offer that best suits their needs. Where there is no preference based on needs the Council will consider cost and location to help determine the preferred provider.
Providers will then be notified of the outcome, and the successful provider should then arrange to contact the child / young person and family to arrange for introductions / assessments and start dates.
Once a start date is agreed The Council will create an Individual Placement Agreement (IPA) contract between the Provider and The Council based on the information provided in the referral, the referral response and the price accepted at tender. This IPA will be sent to providers for them to approve, agree and sign.
Once this is in place the support can start.

- Price carries 20 of 100 points: a 10% discount moves about 2 points. The method statement decides this lot, not the discount.
- “CCS079 Children with Disabilities Short Breaks and Respite Framework” is a framework: the contest is a place on its panel, not a single contract: call-offs may be direct or by further competition.
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.
