What is being bought

Published requirement description

YPO is creating a procurement solution to enable its customers to purchase children’s homes for children, focusing on securing whole homes rather than individual placements. There is strong evidence to support this type of strategic commissioning as it promotes improved outcomes for children, sufficiency and market shaping and improved value for money. The time is right to look at this differently, both for commissioners and providers, to begin to build stronger relationships between them. This means understanding the different perspectives, risk and challenges that prevent homes being provided in a way that works for children, providers and commissioners. With the objective of providing high quality local homes for children, which are part of a system that supports them, offering stability and the opportunity to become successful adults. Recognising that transitions and change require careful joint planning and support.

Published description of the framework

This framework as been designed using the Light Touch Regime in line with the Procurement Act 2023. The open Framework will be for a period of 8 years in total and will be opened on the following dates unless a customer demand dictates otherwise. Framework 1 - 02/11/2026 to 01/11/2029 (3 Years) Framework 2 - 02/11/2029 to 01/11/2032 (3 Years) Framework 3 - 02/11/2032 to 01/11/2034 (2 Years) The method for Call-off will be Competitive Selection Process only based on customers individual requirements. Further details can be found in the procurement documents. Customers will have the opportunity to Call-off via region(s) if required, and this will be specified at the by the Customer at Competitive Selection stage. Risks
The Lots defined in the Tender Notice are aligned with the administrative boundaries as of April 2026. YPO reserves the right to modify these Lot boundaries during the term of the framework to ensure continued alignment with UK Government devolution, local government reorganisation, RCC areas or NHS structural changes. Any such modifications will be communicated in the next Tender Notice issue. There is a risk that the life of this and subsequent Frameworks these may change and be more inline with the developing RCC areas. YPO reserves the right to modify these on the next iteration.
