What is being bought
Tenders are invited from suitably qualified and experienced providers to deliver Children's Centres and Best Start Family Hubs services across the Royal Borough of Greenwich. The contract will provide a borough-wide, place-based early years and family support service, delivering a consistent universal offer alongside targeted interventions for children and families with additional needs. Services will promote the best start in life, improve child development and family wellbeing, strengthen parenting capacity, and provide integrated support through close partnership working with health, education, early help, children's social care and the voluntary, community, faith and social enterprise (VCFSE) sector. The Provider will deliver services using strengths-based, trauma-informed and relational approaches, ensuring accessible, evidence-informed support and seamless pathways for families in line with the Council's Children and Young People's Plan, Best Start in Life, Family Hubs and Families First Partnership Programme.

Change to notice title: - The title of the Preliminary Market Engagement Notice has been amended from 'Children's Centres' to 'Children's Centres and Best Start Family Hubs'. Revised market engagement structure. The structure of the market engagement has been revised as follows: - The in-person event at Woolwich Town Hall on the 19th January 2026 is no longer taking place. - The timing of virtual event (Microsoft Teams) on the 5th February 2026 has changed from 13:00 - 16:00 (3 hours) to 13:30 - 15:30 (2 hours). - The initial virtual market engagement event will be open to all interested providers who register in accordance with the notice. - Following the virtual market engagement event, optional 1:1 engagement sessions will be offered to providers who attended the initial event and who express an interest in further engagement on a one-to-one basis. - The 1:1 engagement sessions are anticipated to take place during the week commencing 9th February 2026. - Each 1:1 engagement session is anticipated to be approximately 45 minutes in duration. - The 1:1 engagement sessions will follow a consistent format and agenda for all participating providers. - Providers attending the initial virtual event will be informed of the process for registering interest in a 1:1 session. All other aspects of the Market Engagement Notice remain unchanged.
