    Following a detailed independent report of the CCTV system that covers the complete site, the findings have highlighted the need for investment in areas of the current system. On the whole the infrastructure is of a good standard, but needs upgrading and enhancing in certain areas to minimise security risks. The kit without investment will deteriorate to a poor operational standard if nothing is done and the site would be unable to operate without a fully operational CCTV system. The system is a closed-circuit system where only the incumbent supplier can operate on, this is a requirement for security reasons and the level of security encryption that is required. The system is bespoke to the site and is encrypted with exclusive software for use solely on our site. The IPO aligns with the BEIS "Minimum Physical Security Standard for buildings assessed to have a low risk categorisation". "Risk Categorisation" refers to the building risk category (Low, Medium or High) as detailed in the HMG Security policy framework "Protecting government assets". This Framework describes the expectations of how HMG organisations and third parties handling HMG information and other assets will apply protective security to ensure HMG can function effectively, efficiently, and securely. "Shall" means that there is an obligation to have the measure in place." There must be a clear process in place to manage any risks and reasons for not complying or alternative measures recorded." The Negotiated Procedure without Prior Publication is being followed and is justified under Regulation 32(2)(b)(iii) for the award of a public contract for supplies/services.
