Comparable-procurement analytics

Benchmarked against retained Find a Tender procedures with CPV division 85. The category anchor is Health services (85100000); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.

“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.

Price-outcome signal

Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.

All conflicts were appropriately managed within the project, and there are no latent risks associated with the aforementioned conflicts. "description": "**This is an Intention to Award Notice to award a contract using a competitive process under the Provider Selection Regime (PSR) regulations for NHS Devon Integrated Care Board (ICB) for the provision of the Children & Young People's Community Based Emotional Wellbeing & Mental Health Services**\nDetails of the services were provided in the F02: Contract Notice published on the 1st July 2025 (2025/S 000-036535).\nThe contract(s) period is 1st April 2026 - 31st March 2031 (which includes an optional extension period for up to 2 (two) years), as defined at the sole discretion of the Commissioners, for both lots and their respective contracts. \nEach of the lots total combined maximum contracts values, across the full potential term of 5 (five) years, including any optional extension years are:\nLOT 1 - South West = £819,467\nLOT 2 - South East = £1,371,400\nWith a total maximum contract(s) value, for both lots combined is £2,190,867.\nThe service was advertised on the national Find a Tender (FTS) portal on 1st July 2025. The linked tender documentation was issued to bidders on 1st July 2025 with a deadline of 12th August 2025, which included the Selection Questionnaire (SQ) in the form of the Basic Selection Criteria (BSC) and the Invitation to Tender (ITT). Within the ITT documentation, the tender questions were linked back to the five sections of the key criteria under the Provider Selection Regime (PSR), which overall provided the following:\nPSR Section Weightings\nQuality & Innovation - 50%\nIntegration, Collaboration and Service Sustainability - 5%\nImproving access, reducing health inequalities, and facilitating choice - 10%\nSocial Value - 10%\nValue - 25%\nTotal 100%\nThe highest scoring provider was Independent Lives, for both lots.\nThis is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award.\nThe publication of this notice marks the start of the standstill period. Representations by providers must be made to the relevant authority by 7th January 2026 (8 working days following publication of intention to award notice). This contract has not yet formally been awarded; this notice serves as an intention to award a contract under the competitive process of the PSR.\nPotential conflicts of interest:\nThe SCW procurement team supported the project in the management of conflicts throughout the process. In line with national guidance (Managing conflicts of interest: revised statutory guidance for CCGs 2017) conflicts of interest were given a high priority within the procurement, with 'conflicts of interest' a standing item at project group meetings.\nProject members were required to complete Conflict of Interest and Confidentiality forms prior to receiving any sensitive documentation. All conflicts were appropriately managed within the project, and there are no latent risks associated with the aforementioned conflicts. The number of conflicts of interest identified among group: 1.\nBidders were required to complete Conflict of Interest declarations as part of their bid. They are also under an ongoing obligation to update the Commissioners should any declarations change in the future.\nFor the purposes of where written representations are needed to be sent, please do so via the following email address: scwcsu.clinical.procurement@nhs.net\nThis exercise was carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioner along with the publication of this notice. "description": "NHS Bath and North East Somerset, Swindon and Wiltshire Integrated Care Board (BSW ICB) and Hampshire and the Isle of Wight Integrated Care Board (HIOW ICB) are seeking to secure a Prime Provider who has the capability and capacity to deliver Care (Education) and Treatment Reviews (C(E)TR) for the South East and South West Integrated Care Boards (ICBs), in line with the specified requirements. The Commissioners confirm that whilst they are seeking a Prime Provider, they welcome partnerships, consortiums and/or sub-contractual models, which is at Bidders' discretion. \nAs laid out in the tender documentation, this is a two-lot competitive process under the Provider Selection Regime 2023 (PSR) regulations. The two lead ICBs and lots are: \nBath and North East Somerset, Swindon and Wiltshire (BSW) for Lot 1 - South West Integrated Care Boards\nHosting (and contract holding) on behalf of the following South West ICBs: \n• Cornwall and Isles of Scilly\n• Bath and North East Somerset, Swindon and Wiltshire (BSW)\n• Bristol, North Somerset, South Gloucestershire (BNSSG)\n• Dorset\n• Devon\n• Gloucestershire\n• Somerset\nAnd\nHampshire and the Isle of Wight (HIOW) for Lot 2 - South East Integrated Care Boards\nHosting (and contract holding) on behalf of the following South East ICBs:\n• Buckinghamshire, Oxfordshire and Berkshire West (BOB)\n• Frimley Health and Care\n• Kent and Medway\n• Hampshire and the Isle of Wight (HIOW)\n• Surrey Heartlands Health and Care Partnership\n• Sussex Health and Care Partnership\nThe geography covered is that of the above South East and South West Integrated Care Boards named. \nServices are scheduled to commence on 1st April 2026. The Contract(s), one for each lot, will be for an initial term of 3 (three) years, with an option to extend for any period up to a further 2 (two) years, as defined at the sole discretion of the Commissioners.\nThe detailed breakdown of the requirements can be found within the service specification, which is part of the tender documentation. Provided below is a high-level overview of the requirements to be delivered for all 13 ICBs (listed above), within the South East and South West for each lot. The successful provider(s) will need: \n• To recruit, train and support the Experts by Experience and Clinical Reviewers. \n• To book Expert by Experiences and Clinical Reviews for CETR's. \nTUPE elements are likely to apply (for all specified lots). The TUPE information will be confirmed during the formal invitation to tender (ITT) period to all interested parties.\nTotal combined maximum contract value, across the full potential term of 5 (five) years including any optional extension years is £2,392,536, for both lots combined. A break down of each lots budget can be found within the Invitation to Tender (ITT) documentation. \nGiven the current landscape of the NHS and planned consolidation of Integrated Care Boards, interested parties should be aware that the 13 listed ICBs above will reduce in line with the proposed footprints. These changes will be reflected during the contract term, to further support alignment and collaboration across neighbouring systems.\nA F01: Prior Information Notice (prior information only) was published back on 30th October 2024, looking for expressions of interest from interested parties from the marketplace. Details of that engagement can be found here - 2024/S 000-035227. \nThis exercise is being carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioner.",
