Published requirement description

The purpose of this tender is to appoint a Collaborative Mobility UK (CoMo) accredited single, capable car club operator to deliver and manage a fully serviced, end-to-end car club service across Abri's geographical operating area. The successful supplier will work collaboratively with Abri and relevant local authorities to support the provision of publicly accessible vehicles across a range of development types and locations.

The service will include vehicle provision, customer membership and booking facilities, ongoing operation and maintenance of the car club, planning support, performance monitoring and reporting, dedicated account management, and the promotion and marketing of the service to drive membership growth and maximise utilisation.

Abri is seeking a scalable, reliable and user-focused solution that supports planning obligations, promotes sustainable travel choices, and provides a consistent approach to car club provision across its operating area.

Full details are highlighted within the tender pack.

What this means for your bid
  • Price carries 45 of 100 points: a 10% discount moves about 4.5 points. Quality carries 55 of 100: the paper moves it further than the discount.
  • Turnover usually expected at this size: about £799,270 (twice the annual value).

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula. Turnover is an indicative market norm (≈2× annual value), not a published condition.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the match score are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
