    "description": "1. Background and Context\nYWS is delivering a significantly expanded capital investment programme across construction, civil engineering, and water infrastructure assets. The scale, complexity, and phasing of this programme has created ongoing and fluctuating demand for specialist project delivery, commercial, and project controls capability.\nCurrent labour market conditions have resulted in:\n•\tShortages of suitably experienced permanent resources\n•\tIncreased reliance on contingent and specialist expertise\n•\tThe need for rapid mobilisation and flexible deployment of skilled professionals\nTo address these challenges, YWS seeks to establish a systematic, scalable framework for the provision of professional contract resources to support capital programme delivery.\n2. Purpose and Objectives\nThe purpose of this procurement is to appoint a panel of suitably qualified suppliers capable of providing high-quality, flexible professional resources on an ongoing and call-off basis.\nThe objectives of the framework are to:\n•\tEnsure continuity of delivery across the capital programme\n•\tAddress short-term and long-term resource gaps\n•\tEnable rapid response to changing project demands\n•\tMaintain cost control, consistency, and quality\n•\tProvide a future-proof mechanism that can adapt to evolving programme requirements\n3. Scope of Services\n3.1 Overview\nSuppliers shall provide suitably qualified and experienced professionals to undertake roles across project management, commercial management, quantity surveying, and project controls / PMO functions.\nResources may be required to support:\n•\tIndividual capital projects\n•\tMulti-project portfolios\n•\tProgramme and framework delivery\n•\tBusiness-as-usual capital delivery support\nEngagements may range from short-term tactical support to longer-term programme assignments.\n4. Role Categories\nThe framework shall include, but not be limited to, the following role categories:\n4.1 Project Management\n•\tProject Manager\n•\tSenior Project Manager\nTypical responsibilities include:\n•\tEnd-to-end project delivery across the project lifecycle\n•\tManagement of cost, schedule, quality, and risk\n•\tStakeholder and supply chain management\n•\tGovernance, reporting, and assurance\n•\tCompliance with internal and regulatory requirements\n4.2 Commercial & Quantity Surveying\n•\tQuantity Surveyor\n•\tSenior Quantity Surveyor\n•\tCommercial Manager\n•\tSenior Commercial Manager\nTypical responsibilities include:\n•\tCost planning, forecasting, and financial control\n•\tContract administration (e.g. NEC forms)\n•\tChange control and compensation events\n•\tCommercial risk management\n•\tSupply chain commercial performance and negotiation\n•\tClaims mitigation and dispute avoidance\n4.3 PMO, Planning & Project Controls\n•\tPMO Manager\n•\tPlanning Manager / Scheduler / Project Controls Manager\nTypical responsibilities include:\n•\tProgramme planning and scheduling (e.g. Primavera P6, MS Project)\n•\tIntegrated programme controls\n•\tProgress reporting and performance analysis\n•\tRisk, issue, and dependency management\n•\tPortfolio-level governance and assurance support\n5. Delivery Model\n5.1 Call-Off Mechanism\nThe framework will operate on a call-off basis, allowing YWS to:\n•\tDefine role requirements, duration, and location at call-off stage\n•\tSelect suppliers via direct award or mini-competition\n•\tMobilise resources rapidly in response to programme needs\n5.2 Flexibility\nThe framework must support:\n•\tVariable assignment lengths\n•\tScalable resource deployment\n•\tBlended teams across multiple suppliers\n•\tAdjustment of role mix as the capital programme evolves\n6. Capability and Competence Requirements\nSuppliers must demonstrate the ability to provide resources with:\n•\tProven experience in construction, civil engineering, or water / utilities\n•\tKnowledge of regulated infrastructure environments\n•\tFamiliarity with NEC contracts and collaborative delivery models\n•\tExperience delivering on large or complex capital programmes\n•\tStrong stakeholder and governance capability\nKey personnel should typically demonstrate:\n•\tRelevant Professional qualifications (e.g. RICS, APM, PMI)\n•\tAppropriate security clearance where required\n•\tRight to work in the UK\n•\tStrong health, safety, and environmental awareness\n7. Resource Management & Continuity\nSuppliers shall:\n•\tMaintain a live talent pool aligned to framework roles\n•\tProvide succession planning for long-term assignments\n•\tEnsure knowledge transfer where resources change\n•\tMinimise disruption to live projects during resource transitions\n8. Performance Management\nYWS will monitor supplier performance against:\n•\tQuality of resource provision\n•\tTimeliness of mobilisation\n•\tDelivery outcomes and stakeholder feedback\n•\tCompliance with governance and reporting requirements\n•\tCommercial performance and value for money\nPoor performance may result in reduced call-offs or removal from the framework.\n9. Commercial & Pricing Structure\n•\tSuppliers shall submit role-based day rates by role category and seniority\n•\tRates shall be transparent and fixed for defined periods\n•\tYWS reserves the right to benchmark rates during the framework term\n•\tRate cards must allow for:\no\tInside / Outside IR35 considerations\no\tLocation and assignment-based variations\n10. Continuous Improvement & Adaptability\nThe framework shall support:\n•\tPeriodic review of role categories and skill requirements\n•\tAddition or refinement of roles as programme needs evolve\n•\tContinuous improvement initiatives\n•\tMarket testing to ensure competitiveness over time",
