Why no open competition: The procurement falls outside the scope of application of the directive
Published justification: The market structure suggests an oligopoly, however as our current network is made up of Vaisala sensors and components, previous procurement exercises have suggested monopolistic competition where only Vaisala can provide the full provision. This we believe is due to the cost of change and each of the providers not being able to support each others components and collation of data from said components. If to be fully tender, we do not believe a differing outcome would be achieved due to the factors mentioned above.
