What is being bought
There are three aspects to the agreement to be awarded. 1. The Supply of 10 new alternators as per the current design installed across Northern's 15x fleets. These spares will help reduce the strain on the available alternators that have to go through repairs which in turn means less units are stopped awaiting alternator repairs which increases unit availability. 2. Provisions to buy required spares for general maintenance that Northern are responsible for undertaking. 3. Provisions for overhauls and warranty repairs carried out by Elite in line with their procedures covering; 1. Mid-life overhaul 2. Full life overhaul 3. Casualty Repair/ In-Warranty Repairs

    Elite KL are the OEM & designer of the alternator that has been installed across NTL's 15x fleet in line with the Rolling Stock Owners (ROSCO) instructions. As to ensure the 15x fleets can operate in service the alternator has to be operational and therefore Northern are looking to contract with Elite to provide various services. Procedure rationaleUnder UCR Reg50 "Use of the negotiated procedure without prior call for competition" Clause C (ii) "competition is absent for technical reasons" applies as to why NTL has to award a contract directly to Elite without prior call for competition. Under this clause there are various reasons as to why Elite are covered; 1. Technical Uniqueness: The required goods and services have been designed by Elite and specified by the owner of the trains NTL is operating. As NTL doesn't own our trains but leases them we are therefore obliged to use the equipment specified. As such only Elite are able to supply the alternator. 2. Exclusive Rights: Elite holds various copyrights and IPR that prevent other suppliers from offering the same product or service. 3. Technical Expertise: Elite possess the required level of technical expertise, know-how, and specialized knowledge to maintain, overhaul & repair the alternators linked with point two above.
