- Direct Award to Excel AV is justified under Paragraph 6 (Technical Reasons). Competition is absent for technical reasons because Excel AV is currently the only supplier able to provide and support a TIER 3 accredited Audio Visual (AV) solution that meets the specific security and operational requirements of the MOD and UKIC. - Excel AV has the necessary specific technical knowledge already in place = due to its more…existing solution and proprietary knowledge. - The equipment is required to be installed by November 2026. An alternative supplier would not be able to carry out the familiarisation, solution design, integration and accreditation work required within this time frame, resulting in both cost and delay to the service.
